云南省人民政府关于《滇中城市群国土空间专项规划（2023—2035年）》的批复

Summary

(1)　 The Yunnan Provincial Bureau of Natural Resources recently received and approved the "Notice on Approving the 'Dianzhong City Group National Territory Spatial Special Plan (2023-2035)'". The plan has been officially approved and will serve as the guiding principle for the spatial development of the Dianzhong City Group. The plan aims to create a sustainable development blueprint for the region, providing a basis for various development, protection, and construction activities.

(2)　 The plan emphasizes the importance of prioritizing people-centered development, ensuring the balance between economic growth and environmental protection, and promoting harmonious coexistence between humans and nature. It sets ambitious targets for the Dianzhong City Group, including:

(3)　 * Protecting at least 317.59 million mu of arable land by 2035 * Maintaining a minimum of 250.55 million mu of ecological protection red lines * Controlling urban development boundaries within 232.27 square kilometers

(4)　 The plan also focuses on building a secure foundation for development, with a focus on natural disaster risk management, water resource conservation, and strategic mineral resource protection.

(5)　 To support the new development pattern, the plan aims to construct a national territory spatial system that promotes regional coordination and development. This includes:

(2)　 《云南省自然资源厅关于报请批准〈滇中城市群国土空间专项规划（2023—2035年）〉的请示》（云自然资〔2025〕88号）收悉。现批复如下：

(3)　 一、原则同意《滇中城市群国土空间专项规划（2023—2035年）》（以下简称《规划》）。《规划》作为省级国土空间专项规划，是滇中城市群空间发展的指南、可持续发展的空间蓝图，是各类开发保护建设活动的基本依据，请认真组织实施。《规划》实施要坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届二中、三中全会精神，认真落实习近平总书记考察云南重要讲话和重要指示精神，紧紧围绕建设我国民族团结进步示范区、生态文明建设排头兵、面向南亚东南亚辐射中心的定位，认真落实党中央关于西部大开发和长江经济带发展的战略部署，完整准确全面贯彻新发展理念，推动产业转型升级，推进高水平对外开放。坚持以人民为中心，统筹发展和安全，促进人与自然和谐共生，努力将滇中城市群建成面向南亚东南亚辐射中心的核心区、通达南亚东南亚及印度洋的综合枢纽、西部地区重要经济增长极、绿色低碳高品质生活宜居地。

(4)　 二、筑牢安全发展的空间基础。到2035年，滇中城市群49个县（市、区）耕地保有量不低于3175.90万亩，其中永久基本农田保护面积不低于2481.49万亩；生态保护红线面积不低于25055.49平方千米；城镇开发边界面积控制在2322.68平方千米以内。明确自然灾害风险重点防控区域，落实水资源、战略性矿产资源、历史文化保护等安全保障空间，全面锚固高质量发展的空间底线。

(5)　 三、构建支撑新发展格局国土空间体系。深入实施区域协调发展战略、区域重大战略、主体功能区战略、新型城镇化战略和乡村振兴战略，促进滇中城市群形成主体功能明显、优势互补、高质量发展的国土空间开发保护新格局。充分发挥滇中城市群作为国家战略腹地和全省新型城镇化主体形态功能的作用，强化双向开放、功能协同，促进要素高效集聚，推进城市群内部协同高质量发展。深度融入共建“一带一路”，加强与成渝地区双城经济圈、北部湾城市群、黔中城市群等区域重大战略地区的协同联动，对接粤港澳大湾区建设和长三角一体化发展，打造西南地区对外开放的新高地。

(6)　 四、系统优化国土空间开发保护格局。落实主体功能区布局，细化主体功能区划分，优化国土空间开发保护格局。严格保护坝区耕地，夯实粮食安全基础，拓展高原特色农业发展空间，提升农业综合生产能力。筑牢西南生态安全屏障，加强哀牢山—无量山、六大高原湖泊、金沙江干热河谷、珠江源头等重要生态空间一体化系统保护修复，严格河湖水域空间管控，对高原湖泊实施保护治理，提升水源涵养功能，优化水资源配置。发挥滇中城市群核心带动作用，完善昆明都市圈核心功能，推进昆明面向南亚东南亚的区域性中心城市建设，加快曲靖省域副中心城市建设，培育玉溪、楚雄、红河3个“增长极”，形成中心城市带动都市圈、都市圈引领城市群、城市群支撑区域协调发展的格局。统筹产业空间协同布局，优先保障科技创新、生产服务、先进制造等功能用地需求，促进优势产业集聚发展。建设互联互通的综合交通网络，完善区域一体化公路交通网络和多式联运物流网络布局。统筹公共服务设施分级配置，促进城市群空间品质提升。完善资源能源协同配置，优化能源供应格局，统筹布局矿产勘查利用空间。增强滇中城市群应对气候变化的安全韧性，提升防洪排涝能力，平急结合优化防灾减灾救灾资源区域布局。保护文化遗产和自然遗产，加强历史文化保护传承，营造高品质休闲游憩空间，建设绿色低碳高品质生活宜居地。

(7)　 五、维护规划严肃性权威性。《规划》是滇中城市群国土空间保护、开发、利用、修复等各类活动的专门安排，是有关州（市）编制实施国土空间规划的重要依据，必须严格执行，不得随意修改、违规变更，对不符合国土空间规划的用地、未批先建等违法违规行为要严肃查处。建立健全规划监督、执法、问责联动机制，实施规划全生命周期管理。

(8)　 六、做好规划实施保障。滇中城市群五州（市）人民政府要加强组织领导，明确责任分工，健全工作机制，完善配套政策措施；将《规划》确定的目标指标、重点任务等纳入州（市）国土空间规划，加快形成统一的国土空间规划体系，统筹国土空间开发保护，发挥其对滇中城市群各级国土空间总体规划、专项规划编制实施管理的统筹作用。省自然资源厅要会同有关部门根据职责分工，密切协调配合，加强指导和监督，强化对跨州（市）规划编制实施管理的统筹协调，确保实现《规划》确定的各项目标和任务，做好《规划》印发和公开，强化社会监督。按照“统一底图、统一标准、统一规划、统一平台”的要求，完善国土空间规划“一张图”系统和国土空间基础信息平台，提高空间治理数字化水平。各有关部门要坚决贯彻党中央、国务院关于“多规合一”改革的决策部署，不在国土空间规划体系之外另设其他空间规划。《规划》实施中的重大事项要及时请示报告。
