Summary
(1) The Ministry of Industry and Information Technology, the Office of the Ministry of Natural Resources, the Office of the Ministry of Ecology and Environment, the Office of the Ministry of Transport, and the Office of the Ministry of Emergency Management issued a notice on promoting the standardized construction and high-quality development of chemical industry parks. The notice aims to promote the standardized construction and high-quality development of chemical industry parks, which are crucial for the high-quality development of the petrochemical industry.
(2) To achieve this goal, the notice requires local authorities to continue doing a good job in the standardized construction and recognition management of chemical industry parks. Specifically, they need to:
(3) 1. Review and revise their provincial-level chemical industry park recognition management regulations by August 15, 2025. The revised regulations must be in line with the "Chemical Industry Park Construction Standards and Recognition Management Measures (Trial)" and must be reviewed and approved by the Ministry of Industry and Information Technology by September 15, 2025. 2. Strengthen the recognition management of chemical industry parks. Provincial-level chemical industry park recognition management institutions must revise and improve their regulations by October 30, 2025, and suspend the recognition of new chemical industry parks until the revised regulations are in place. Existing recognized chemical industry parks must be re-evaluated by December 31, 2025, based on the revised regulations. 3. Accelerate the rectification of problems in chemical industry parks. Provincial-level chemical industry park recognition management institutions must establish a rectification work plan, set clear tasks, timelines, and responsibilities, and urge and guide chemical industry parks to rectify problems within a specified timeframe. If a park fails to rectify problems, its recognition may be revoked.
(4) To further promote the high-quality development of chemical industry parks, the notice requires local authorities to:
(5) 1. Conduct a comprehensive evaluation of chemical industry parks. Provincial-level chemical industry park recognition management institutions must conduct a comprehensive evaluation of recognized chemical industry parks based on the "Chemical Industry Park Competitiveness Evaluation Guidelines" and the "Chemical Industry Park Intelligence Evaluation Guidelines" by October 31, 2025. 2. Promote the transformation and upgrading of chemical industry parks. Provincial-level chemical industry park recognition management institutions must diagnose and analyze the problems and weaknesses of chemical industry parks that have been classified as level 3 in competitiveness and initial level in intelligence, and develop a professional transformation plan by December 31, 2025. They must also support chemical industry parks that have been classified as level 2 in competitiveness and upgrading level in intelligence to further improve and upgrade.
(6) To ensure the success of these initiatives, the notice requires local authorities to:
(7) 1. Strengthen organizational leadership and implementation. Local authorities must attach great importance to the promotion of the high-quality development of chemical industry parks, and take a proactive approach to organizing and implementing the work. 2. Increase policy support. Local authorities must provide preferential support to high-quality chemical industry parks in terms of land acquisition, funding, and infrastructure construction, and encourage the concentration of factors such as talent, technology, and capital in these parks. 3. Enhance service guidance. Industry associations, standardization research units, and other third-party institutions must strengthen the promotion of the "two guidelines" and continue to improve the standard system for chemical industry parks, and provide public services such as comprehensive evaluation, problem diagnosis, and improvement suggestions for chemical industry parks.
