Summary
(1) The People's Congress of Fujian Province's Supervision and Justice Committee held a meeting to discuss the draft of the "Fujian Province Public Safety Construction Ordinance" (hereinafter referred to as the Ordinance Draft). The meeting was chaired by Wang Minfu, the chairman of the Supervision and Justice Committee.
(2) The drafting of the Ordinance is necessary for several reasons. Firstly, it is essential to implement the instructions and decisions of General Secretary Xi Jinping regarding the construction of a safe China. General Secretary Xi Jinping has repeatedly emphasized the importance of developing a safe China and has stressed the need to improve the scientific, social, and legal aspects of public safety construction.
(3) Secondly, it is necessary to promote the construction of a higher-level safe Fujian. Fujian Province has always attached great importance to public safety construction, and since 2004, the provincial government has issued several documents on this topic. In 2024, the Provincial Committee proposed the goal of constructing a higher-level safe Fujian.
(4) Thirdly, it is necessary to improve the legal aspect of public safety construction in Fujian. While Fujian Province has made significant progress in public safety construction, there are still some issues that need to be addressed, such as unclear responsibilities and lack of effective mechanisms for addressing social conflicts.
(5) The drafting process of the Ordinance was overseen by the Provincial People's Congress and the Provincial People's Congress Standing Committee. The committee conducted extensive research and consultations with various departments and organizations, including the Provincial Committee, the Provincial Government, and the Provincial People's Congress Standing Committee.
(6) The Ordinance Draft consists of eight chapters and 56 articles. The main content includes:

(10) Chapter 4: Risk Prevention and Control, which emphasizes the importance of preventing and controlling risks and ensuring public safety.
(11) Chapter 5: Key Prevention and Control, which focuses on key issues in public safety construction, including the prevention and control of black and evil forces, financial risks, and other public safety threats.
(12) Chapter 6: Social Participation, which emphasizes the importance of social participation in public safety construction and outlines the specific requirements for social organizations, enterprises, and individuals.
(13) Chapter 7: Supervision and Responsibility, which establishes the mechanisms for supervising and evaluating public safety construction and the responsibilities of government agencies and individuals.
(14) Chapter 8: Supplementary Provisions, which outlines the implementation date of the Ordinance and the abolition of the "Fujian Province Social Governance Ordinance".
(15) The draft Ordinance has undergone extensive research and consultations, and it is now ready for review.
