云南省人民政府办公厅关于印发《第八届中国国际进口博览会云南省交易团工作方案》的通知

Summary

(1)　 The Yunnan Provincial Government has approved the "Work Scheme for Yunnan Provincial Pavilion at the 8th China International Import Expo" and is hereby issued to relevant departments. The scheme aims to fully implement the important instructions of General Secretary Xi Jinping on the China International Import Expo, and to make concerted efforts to complete the organizational preparations for the 8th China International Import Expo (hereinafter referred to as the Expo) Yunnan Provincial Pavilion (hereinafter referred to as the Provincial Pavilion).

(2)　 The Provincial Pavilion will be led by the Yunnan Provincial Government, and will be responsible for the daily work of the Provincial Pavilion. The Provincial Pavilion will be divided into a Secretariat, four working groups, and 17 trading teams (16 teams from prefectures and municipalities, and the Yunnan Provincial Health Commission trading team).

(3)　 The Secretariat will be responsible for the daily work of the Provincial Pavilion, and will be located at the Yunnan Provincial Department of Commerce. The Secretariat will be headed by Li Chaowei, who will also serve as the Secretary-General.

The Comprehensive Working Group: responsible for coordinating and arranging the activities of the Provincial Pavilion, and for organizing and coordinating the work of the other working groups. 2. The Procurement Business Group: responsible for coordinating and arranging the procurement activities of the Provincial Pavilion, and for organizing and coordinating the work of the other working groups. 3. The Theme Activity Group: responsible for organizing and coordinating the theme activities of the Provincial Pavilion, and for promoting the development of the province's industries. 4. The Shanghai Support Group: responsible for providing support and services to the Provincial Pavilion in Shanghai.

(6)　 The 17 trading teams are responsible for organizing and coordinating the activities of the Provincial Pavilion in their respective prefectures and municipalities, and for promoting the development of the province's industries.

(7)　 The main activities of the Provincial Pavilion will include:

(8)　 为深入贯彻落实习近平总书记关于中国国际进口博览会“越办越好”的重要指示精神，全力以赴做好第八届中国国际进口博览会（以下简称进博会）云南省交易团（以下简称省交易团）各项组织筹备工作，按照商务部要求并结合我省实际，制定本方案。

(11)　 省交易团下设秘书处在省商务厅，负责省交易团的日常工作，由李朝伟同志兼任秘书长。设置综合工作组、采购业务组、主题活动组、上海保障组4个工作组和17个交易分团〔16个州（市）交易分团和卫生健康委交易分团〕。

(12)　 （一）综合工作组

(13)　 责任单位：省商务厅牵头，省财政厅、省外办、省政府新闻办等部门配合。

(15)　 工作职责：统筹安排保障省领导进博会期间各类活动。负责综合协调、对外联络、信息沟通、证件办理、行程对接、经费申请保障、后勤服务等工作，统筹好进博会信息系统、地方交易团服务系统的管理使用；配合主题活动组做好相关活动的组织筹备等工作；负责会期省领导外事活动现场礼宾及翻译等工作；负责会前预热、会期及会后新闻报道，充分展示云南风采。完成省交易团及其秘书处交办的其他工作。

(19)　 工作职责：结合进博会展区设置，统筹协调17个交易分团组织采购商参展参会及企业人员证件办理，做好成交统计工作；组织采购商参加各类采购政策解读会、新品发布会、贸易洽谈会、采购需求发布会等现场活动；负责进博会信息系统地方交易团服务功能中“采购商采购需求发布”板块的信息采集和发布。完成省交易团及其秘书处交办的其他工作。

(21)　 责任单位：省投资促进局牵头，省工业和信息化厅、省农业农村厅、省商务厅等部门配合。

(23)　 工作职责：结合我省招商引资工作实际及产业发展需要，围绕进博会主题、目标和定位，办好我省相关主题推介活动；负责主题活动嘉宾的邀请及证件办理工作；主动对接产业链上下游企业，聚焦延链、补链、强链，开展我省重点产业招商引资工作。完成省交易团及其秘书处交办的其他工作。

(27)　 工作职责：协助做好省交易团服务保障工作；配合做好中国国际进口博览局联系工作；协助各交易分团做好后勤保障工作；协助做好省领导参加开幕式、虹桥国际经济论坛等重要活动的证件申领工作。完成省交易团及其秘书处交办的其他工作。

(30)　 工作职责：建立16个州（市）交易分团和卫生健康委交易分团组织机构，制定交易分团工作方案；按照量化指导目标积极组织动员企业、机构等参会；挖掘采购潜力，依法依规扩大会期签约成交规模；负责报送重点采购商名录、采购需求、进口项目清单及进口采购金额计划；负责16个州（市）交易分团和卫生健康委交易分团参会人员及采购人员在线报名注册及证件办理、会期活动组织、成交统计及各项信息上报工作；结合各州（市）产业发展规划，充分利用进博会平台，积极对接参展外商，宣传推介云南，做好中国（云南）自由贸易试验区、边境经济合作区等各类开放平台的招商引资工作。卫生健康委交易分团负责落实医疗大健康行业企业参会和签约采购工作。配合各工作组做好省交易团工作。

(32)　 （一）进口采购活动

(33)　 组织举办各类招商宣介活动，运用媒体宣传及微信小程序等手段，进一步推动招商渠道多元化、专业观众邀请精准化、对接服务专业化，组织、邀请专业观众积极报名参展参会，打造我省高质量的专业观众群体。组织采购商参加政策解读会、新品发布会、贸易洽谈会、采购需求发布会等现场活动，为采购商与进博会参展企业提供更加便捷的磋商洽谈条件，促成采购项目成交签约，帮助服务企业畅渠道、拿订单。

(35)　 紧紧围绕“3815”战略发展目标，结合我省招商引资工作实际及产业发展需要，在会期策划举办主题推介活动，主动邀商、精准招商，吸引更多企业到我省投资兴业，引进一批高质量企业和项目，助推全省高质量跨越式发展。

(36)　 四、工作要求

(37)　 （一）在省交易团的统一领导下，各成员单位、秘书处及各工作组、各交易分团要进一步提高政治站位，深刻领会办好进博会的重大意义，建立健全上下联通、横向协同、跨行业跨领域跨区域贯通的工作机制，明确责任领导和联络员，建立信息互通渠道和网络，及时掌握动态信息并落实有关工作。

(38)　 （二）省交易团各成员单位、秘书处及各工作组、各交易分团要扛牢压实工作责任，制定详细工作方案，明确时间表、路线图，确保任务明晰、责任到人，落细落实各项筹备工作。

(39)　 （三）省商务厅要强化统筹协调，定期召开工作会议，定期向省人民政府报送工作进展，密切与上海市、中国国际进口博览局等有关方面的联系，及时协调解决工作中遇到的问题，确保完成目标任务。
