Summary

(1)　 The Shandong Provincial Government has issued an implementation opinion to accelerate the release of data value and promote the high-quality development of the digital economy. The goal is to build a national data element comprehensive experiment zone and drive the integration of the real economy and digital economy.

(2)　 To achieve this, the province will focus on activating the value of data elements, building a national data element comprehensive experiment zone, promoting the high-efficiency circulation of data elements, and driving the innovation and development of data elements. This will be achieved through the creation of a unified public data resource registration platform, the implementation of data resource concentration, and the development of high-quality data sets.

(3)　 The province will also promote the high-quality development of digital economy core industries, such as cloud computing, big data, and artificial intelligence. This will be achieved through the creation of a national-level data element industry innovation and development platform, the development of high-end industrial software, and the cultivation of digital economy innovation and development.

(4)　 To promote the digital transformation of traditional industries, the province will focus on the development of digital agriculture, digital manufacturing, digital finance, and digital services. This will be achieved through the implementation of digital agriculture breakthrough actions, the development of digital manufacturing, and the promotion of digital finance and services.

(5)　 The province will also promote the development of the digital economy in key areas, such as the Yangtze River Delta and the Beijing-Tianjin-Hebei region. This will be achieved through the promotion of cross-regional cooperation, the development of digital economy platforms, and the creation of a digital economy innovation and development zone.

(6)　 To build a strong digital economy, the province will focus on the development of key core technologies, such as artificial intelligence, big data, and cloud computing. This will be achieved through the creation of a national-level data element industry innovation and development platform, the development of high-end industrial software, and the cultivation of digital economy innovation and development.

(6)　 为深入贯彻党中央、国务院关于发展数字经济的决策部署，全面落实省委、省政府推动数字经济高质量发展的意见，加快发展以数据为关键要素的数字经济，制定本实施意见。

(7)　 一、总体目标

(8)　 深入贯彻习近平总书记关于数据发展和安全的重要论述，以建设国家数据要素综合试验区为契机，以实体经济和数字经济融合发展为重点，全面推动数字经济核心产业提质、产业数字化转型提级。到2027年，数据要素市场化价值化路径更加成熟，实体经济和数字经济融合效能全面释放，数字经济核心产业增加值年均增速超过10%，数字经济核心产业增加值占GDP比重稳步提升。

(9)　 二、激活数据要素价值，加快国家数据要素综合试验区建设

(10)　 （一）强化数据要素优质供给。建立健全数据持有权、使用权、经营权结构性分置的数据产权登记保护机制，出台数据基础制度细则。建设全省统一的公共数据资源登记平台，分类分步开展公共数据资源登记。实施数据资源汇聚专项行动，高质量建设“一人一档、一企一档”，实现高频数据“应汇尽汇”。2027年年底前，在工业制造、现代农业、交通运输、医疗健康、地理空间等领域每年打造10个以上的省级高质量数据集。（牵头单位：省大数据局；责任单位：省工业和信息化厅、省自然资源厅、省交通运输厅、省农业农村厅、省卫生健康委）

(11)　 （二）促进数据要素高效流通。完善公共数据共享开放机制，加快开放市场监管、医疗健康、交通运输、生态环境、地理空间等重点领域高价值数据，打造一批国家级公共数据“跑起来”示范场景。加快培育数据要素流通和交易服务生态，建设具有全国竞争力的数据交易机构，打造海洋、医疗健康、交通运输等具有全国影响力的行业性数据流通交易平台。（牵头单位：省大数据局；责任单位：省自然资源厅、省生态环境厅、省交通运输厅、省卫生健康委、省市场监管局、省海洋局）

(12)　 （三）推动数据要素合规运营。分类推进公共数据、企业数据、个人数据开发利用和授权运营。构建全省统一的公共数据授权运营体系，推动“整体授权+分领域授权+依场景授权”的公共数据授权运营模式。推动企业数据分类分级授权使用，引导行业龙头企业、互联网平台企业与中小微企业双向公平授权。依托“爱山东”政务服务平台，完善自然人、法人数据授权枢纽，统一提供合规便捷的数据授权服务。坚持“最小且必要”原则，推动自然人、法人数据“一场景一授权”。（牵头单位：省大数据局）

(13)　 （四）加快数据要素开发利用。以“数据要素×”大赛、典型案例为牵引，探索更多数据要素价值化新模式新路径。探索创新数据合同管理新模式，强化市场机制，探索支持中小企业低成本用数，形成先服务、有收益后再按比例分成的合作机制。加强数据资产入表相关会计实务指导，加快数据资产管理有关制度落地实施。实施国有企业数据效能提升行动，推动数据挖掘利用和价值提升。（牵头单位：省大数据局、省财政厅、省国资委）

(14)　 三、布局数字经济新赛道，塑强数字经济核心产业优势

(15)　 （五）推动关键核心技术创新。聚焦人形机器人、脑机接口、量子科学等前沿领域，每年实施一批重大基础研究项目。聚焦数字技术关键领域，每年部署不少于20项关键技术攻关任务。建设高能级创新平台，聚焦高端工业软件、未来网络、虚拟现实等重点方向，2025年年底前，培育50个创新实验室、300个创新中心、50个创新服务机构。（牵头单位：省科技厅、省工业和信息化厅）

(16)　 （六）培育数字经济创新型企业。建立数字经济企业库，加大对创新型企业支持力度，遴选发布数字化应用场景和机会清单，向数字经济创新型企业开放，群体式培育数字经济领域专精特新中小企业、瞪羚企业、独角兽企业。2026年年底前，新培育数字经济领域高新技术企业3000家以上，全国电子百强、软件百强企业合计10家左右。（牵头单位：省科技厅、省工业和信息化厅、省大数据局）

(17)　 （七）大力发展人工智能。深入实施“人工智能+”行动，围绕智能制造、智慧生活、智慧政务等重点领域，加快推动大模型示范应用。2027年年底前，培育20个服务垂直行业的重点人工智能大模型，打造50个以上可复制推广的标杆应用场景，推出100个以上融合示范典型案例。实施“算力券”“模型券”“语料券”“创新券”奖补政策，强化人工智能核心要素供给。高标准建设济南—青岛人工智能创新应用先导区、新一代人工智能创新发展试验区、海洋人工智能大模型产业集聚区。加大新一代人工智能终端供给，推动智能机器人进社区、进家庭，打造一批“人工智能+消费”场景。（牵头单位：省发展改革委、省工业和信息化厅、省大数据局）

(18)　 （八）做大做强数据产业。实施数据产业培育行动，大力培育数据市场多元经营主体，数据产业规模年均增速达到20%以上。支持各地立足产业基础和数据资源，布局建设数据产业集聚区，招引一批国内外知名数据企业落地。支持有条件的行业龙头企业、互联网平台企业等将数据业务剥离，单独设立数据企业。支持数据企业加强数据融合应用，依法依规享受公共数据集支持。加快数据标注产业发展，2027年年底前，省内建设5个成效明显、特色鲜明的数据标注基地。（牵头单位：省大数据局）

(19)　 （九）优化布局数字产业集群。推动省级数字经济创新发展试验区和数字经济特色集聚区建设，加快数据要素产业园区建设，构建区域支柱型、区域特色型数字产业集群梯次发展体系，推动数字产业集群化发展。以数据流带动产业流、人才流、资金流、技术流，推动大中小企业融通发展和产业链上下游协同创新合作。发挥龙头企业、链主企业对产业集群的带动作用，2026年年底前，培育100家左右“领军型”数字经济企业。（牵头单位：省大数据局）

(20)　 （十）促进平台经济健康发展。聚焦产业互联网、生产性赋能、生活性服务、新型设施等不同平台，制定个性化扶持政策。鼓励平台企业开展技术创新和商业模式创新，提升平台服务能级和产业带动效益。开展山东省平台经济重点企业、产业集聚区认定和评价工作，按规定对省级平台经济重点企业在相关政策和人才、资金等方面进行支持。（牵头单位：省发展改革委、省大数据局）

(21)　 四、推进实体经济数智变革，激发传统产业高质量发展活力

(22)　 （十一）加速农业数字化转型。实施数字农业突破行动，加快农业领域数字技术应用，2025年年底前，打造100个以上智慧农场、智慧牧场、智慧渔场等应用场景。开展农业领域县域实数融合促进行动，推动农业生产、加工、销售等全链条数字化改造，建好用好“齐鲁农云”“齐鲁农超”等数字化平台，2027年年底前，打造80个左右特色农业数字化县（市、区），形成一批县域数字农业特色优势产业。（牵头单位：省农业农村厅、省大数据局）

(23)　 （十二）加速工业数字化转型。深入实施制造业数字化转型提标行动，2025年年底前，建设10家左右国家卓越级和领航级智能工厂。开展工业企业数字化转型培训行动，加快济南、青岛、淄博、东营、烟台、济宁6个国家中小企业数字化转型试点城市建设，2025年年底前，国家中小企业数字化转型促进中心实现服务企业1万家以上，新培育省级中小企业数字化转型引导区5个左右。实施工业互联网平台培优工程，打造一批可复制、可推广的典型场景解决方案。（牵头单位：省工业和信息化厅）

(24)　 （十三）加速服务业数字化转型。大力发展研发设计、数字金融、现代物流、检验检测等高端生产性服务业。提质推进数字教育、数字医疗、数字养老等相关产业，促进生活性服务业数字化升级。做强数字文化旅游产业，2027年年底前，构建文旅大产业集群发展体系，全省建成15个智慧旅游特色应用场景、50个沉浸式体验新空间。（牵头单位：省发展改革委；责任单位：省委金融办、省教育厅、省工业和信息化厅、省民政厅、省交通运输厅、省文化和旅游厅、省卫生健康委、省大数据局、中国人民银行山东省分行、山东金融监管局、山东证监局）

(25)　 （十四）加速海洋产业数字化转型。大力发展智慧渔业等海洋经济新业态，建设“智慧海上粮仓”，建成一批智慧海洋牧场项目。培育壮大海洋信息、海洋技术等高端海洋服务业。2027年年底前，打造30个以上数字化海洋产业应用场景。（牵头单位：省海洋局、省农业农村厅）

(26)　 五、推动跨领域跨区域协作，提升数字经济协同发展能级

(27)　 （十五）开展数字经济跨域合作。深度对接京津冀和长三角地区，推动黄河流域省际交流合作，加快数据标准规范互认、基础数据共享、产业链上下游协作，支持省内企业加强与省外企业研发合作。积极参与“一带一路”建设，开展多层次双边合作，推动城市间、企业间数字经济务实合作，加快项目、智库、人才等多方面合作。制定中国（山东）自由贸易试验区数据跨境流动负面清单，探索建立数据跨境服务中心，提供跨境企业一站式咨询与合规指导。（牵头单位：省委网信办、省大数据局、省商务厅；责任单位：省发展改革委）

(28)　 （十六）协同数字化绿色化转型。加快高耗能企业数字化改造，稳步提升数据中心绿电占比，提升节能降碳水平。建设绿色智能电网，有序推进源网荷储数字协同、智能升级，促进可再生能源供给消纳有效平衡、高效利用。加快双碳智慧服务平台建设，支持绿色低碳城市建设试点。加快火力发电厂、油气管道智能化建设，健全智慧化生态环境监测体系，以数字化助推绿色生态产业发展。（省发展改革委、省生态环境厅、省住房城乡建设厅、省大数据局、省能源局、国网山东省电力公司按职责分工负责）

(29)　 （十七）推动数字产城融合发展。加快城市全域数字化转型，推动智慧商圈、数字家庭、智慧出行等典型应用场景建设，以城市智慧化应用场景带动相关产业加快发展。创新城市数字服务消费场景，扩大智能机器人、可穿戴设备、消费级无人机等新一代智能终端供给，激发数字消费潜力，培育数字新产业新业态。创新生产空间和生活空间的数字化场景，增强城市数字经济虹吸效应。（牵头单位：省大数据局；责任单位：省住房城乡建设厅、省交通运输厅、省商务厅）

(30)　 六、优化数字基础设施建设布局，筑牢数字经济发展底座

(31)　 （十八）持续推进网络设施建设。高标准建设青岛国际通信业务出入口局。加快高速数据传输网建设，部署200G/400G超大容量光传输系统。推动重点场所、行政村、近海重点航路实现5G覆盖。前瞻布局6G、卫星互联网、量子信息等新型网络设施，推动低空互联网建设。（牵头单位：省通信管理局；责任单位：省工业和信息化厅、省大数据局）

(32)　 （十九）科学布局算力设施建设。加快建设全省一体化算力网络，重点打造济南、青岛、枣庄3个算力枢纽，推动70%以上新增算力向枢纽集聚。建设全省统一的算力服务平台，推动算力资源跨区域协同共享。鼓励智能计算等高水平算力发展，引导企业优先建设应用人工智能算力。2025年年底前，全省总算力达到12E，智算占比达到50%左右。（牵头单位：省大数据局；责任单位：省发展改革委、省工业和信息化厅、省通信管理局）

(33)　 （二十）强化数据基础设施建设。高质量推进隐私计算方向数据流通利用基础设施国家试点建设。建设海洋、医疗健康、电力等行业可信数据空间，因地制宜建设城市、企业数据流通利用设施。在数场、数联网、数据元件等方面先行先试，探索数据基础设施建设和运营，开展省级数据基础设施“标杆型”“引领型”工程建设。（牵头单位：省大数据局；责任单位：省卫生健康委、省海洋局、国网山东省电力公司）

(35)　 加快推进数字政府建设一体化综合改革，提升助企服务能力。制定出台推动数字经济高质量发展“政策包”，丰富数字经济“投贷债”，落实研发费用加计扣除等税收优惠政策。开展专利快速预审便利化改革，推动数字经济产业相关专利快速授权。强化数字经济人才政策支持，健全数字人才职称评价体系，实施企业骨干数字素养提升行动。建立健全安全管理机制，增强数字经济安全感知和风险防控能力，加强企业、个人信息及隐私保护。（省委网信办、省发展改革委、省财政厅、省人力资源社会保障厅、省市场监管局、省大数据局、省税务局按职责分工负责）
