Summary
(1) The Ministry of Industry and Information Technology, together with the Ministry of Finance and the State-owned Assets Supervision and Administration Commission, has issued a notice to launch the second batch of the Manufacturing Talent Support Plan. This plan aims to deepen the implementation of the Party's 20th National Congress and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, as well as to fully implement the important thoughts of General Secretary Xi Jinping on doing well in talent work and promoting new-type industrialization.
(2) The plan includes three categories of talent support: innovation entrepreneurs, advanced manufacturing technology talent, and advanced basic process talent. In 2025, it will select around 100 innovation entrepreneurs, 300 advanced manufacturing technology talents, and 500 advanced basic process talents from across the country in key industrial and information technology fields.
(3) To be eligible, applicants must meet the following conditions:
(4) - Innovation entrepreneurs: 1. Must uphold the Party's line, policies, and principles, and have a strong sense of discipline and professionalism. 2. Must be the chairman or general manager of a company, with a global vision, strategic thinking, innovative spirit, and outstanding management skills, and have a significant influence in their industry. 3. Must lead their company to focus on its core business, follow a "specialized and innovative" development path, and achieve outstanding results in technological innovation and undertaking national key projects.
(5) - Advanced manufacturing technology talent: 1. Must uphold the Party's line, policies, and principles, and have a strong sense of discipline and professionalism. 2. Must be the technical leader of a company, including technical directors, R&D directors, technical vice presidents, chief scientists, chief technical officers, chief engineers, and general managers, but not general managers or deputy general managers. 3. Must have a long-term focus on technical research and development, have a high influence in their industry, have experience in leading teams to tackle technical challenges, and have made significant technological innovations and achieved significant economic and social benefits.
(6) - Advanced basic process talent: 1. Must uphold the Party's line, policies, and principles, and have a strong sense of discipline and professionalism. 2. Must be the leader in the basic manufacturing process of an enterprise, with long-term experience in basic process technology research and development, practice, and operation, and must have a good grasp of advanced basic processes that meet the requirements of the "Basic Manufacturing Process and Equipment" directory. 3. Must have rich practical experience, have solved key process problems or mastered advanced operation techniques, and have achieved significant economic and social benefits.
(7) Other conditions include:
(8) - No age limit for innovation entrepreneurs. - For advanced manufacturing technology talent and advanced basic process talent, priority will be given to those aged 55 or below (born after January 1, 1970), and the age limit can be relaxed by 2 years for those in the western, central, and northeastern regions. - The applicant's enterprise must have been established for at least 3 years (before January 1, 2022) and must be in the manufacturing industry, information transmission, software, and information technology services industry, as classified in the National Economic Industry Classification (GB/T 4754-2017).
(9) Support policies for selected talents include:
(10) - Organization of domestic and foreign specialized training and research, and support for selected talents to participate in domestic and foreign specialized training and research. - Priority support for selected talents' enterprises to undertake major projects in the industrial and information technology field. - Inclusion of selected talents' indicators in the evaluation and recognition system of industrial and information technology demonstration projects. - Recommendation of selected talents for awards and honors such as the National Engineer Award, Outstanding Professional and Technical Talents, and National Technical Skills Awards.
(11) Recommendation requirements:
(12) - Each province, autonomous region, municipality, and Xinjiang Production and Construction Corps must recommend no more than 90 people, including those from state-owned enterprises, private enterprises, and other types of enterprises. - Each central enterprise must recommend no more than 9 people, including 2-3 levels of enterprises. - The recommended ratio is 1:3:5 for innovation entrepreneurs, advanced manufacturing technology talent, and advanced basic process talent. - Applicants must fill out the application form and provide relevant supporting materials, including identity documents, education certificates, work experience certificates, business licenses, personnel appointment and removal documents, project completion certificates, patent certificates, honor certificates, and other relevant materials. - Each province, autonomous region, municipality, and Xinjiang Production and Construction Corps, as well as central enterprises, must strengthen the review and examination of application materials to ensure their authenticity and completeness.
(13) Other requirements:
(14) - Units and individuals who violate the following requirements will be subject to cancellation of their support and benefits, and will be held accountable in accordance with the law. - Do not engage in activities that harm national security, interests, or public interests, harm human health, or violate scientific ethics and research integrity. - Do not use the plan's support policies to engage in multi-head applications, project fabrication, or part-time employment to obtain improper benefits. - Do not use the plan's support policies to poach talents from western, central, and northeastern regions. - Advanced basic process talent applicants must coordinate with central government allocated funds for supporting the construction of skill master studios, and avoid repeated support for the same studio in the same direction.
