Summary
(1) The governments of Hohhot City and Ulanqab City, as well as various departments and bureaus of the Inner Mongolia Autonomous Region, have jointly issued a notice regarding the implementation of the Dailing Ecological Emergency Water Supplement Project. This project is a cross-regional water diversion project approved by the Autonomous Region Government and is listed as a key project in 2020. To ensure the smooth implementation of the project, the relevant authorities will follow the regulations set forth in the "Regulations on Land Acquisition Compensation and Resettlement for Large and Medium-Sized Water Conservancy and Hydroelectric Projects" (Order No. 471 of the State Council).
(2) The project will involve the acquisition of land in three counties and seven townships, one management committee, and 30 administrative villages. The affected areas include villages in the counties of Toqtogay, Horqin Left Middle Banner, and Xingan. The project will affect various types of land use, including agricultural land, forests, and grasslands.
(3) To ensure the project's success, the relevant authorities have issued the following guidelines:
(4) 1. Any new construction, expansion, or renovation of projects within the project's area of influence is prohibited. 2. Any unauthorized construction or alteration of the land within the project's area of influence will not be recognized or compensated, and those responsible will be required to dismantle any unauthorized structures. 3. In order to minimize disruptions to local residents' livelihoods, any projects that are directly related to the local residents' production and living needs will only be approved after being reviewed and approved by the local government. 4. The authorities will strictly control population migration into the project's area of influence, with the exception of individuals who are returning to their hometowns for reasons such as childbirth, marriage, military service, education, or release from prison. 5. Any individuals who attempt to disrupt the project's construction by inciting residents to protest or obstruct the project's progress will be subject to administrative penalties, and those who commit crimes will be prosecuted according to the law.
(5) The notice will take effect on the date of its publication.
