Notification of the People's Government of Inner Mongolia Autonomous Region on the Issuance of the Administrative Approval of Investment Projects Management Measures (Provisional), Enterprise Investment Projects Record Management Measures (Provisional), Enterprise Investment Projects Record Management Measures, Overseas Investment Projects Record Management Measures, and Foreign Investment Projects Administrative Approval and Record Management Measures.
(1) The Inner Mongolia Autonomous Region has established a set of regulations for the management of foreign investment projects in the region. The regulations, which include the "Measures for the Administration of Foreign Investment Projects in Inner Mongolia Autonomous Region" and other related documents, are aimed at ensuring the effective implementation of the "Catalogue of Investment Projects Approved by the People's Government of Inner Mongolia Autonomous Region (2014)".
(2) According to the regulations, foreign investment projects in the region will be managed through a two-tiered system, with the Autonomous Region Development and Reform Commission serving as the project approval and registration authority. The commission will be responsible for approving and registering foreign investment projects, as well as overseeing their implementation.
(3) The regulations specify that foreign investment projects will be subject to approval or registration in accordance with their investment scale and industry. Projects with a total investment of over 10 billion US dollars will be subject to approval by the State Development and Reform Commission, while projects with a total investment of 1 billion US dollars or more will be subject to approval by the Autonomous Region Development and Reform Commission.
(4) The regulations also specify the requirements for project application reports, including information on the project's location, investment scale, industry, and potential environmental and social impacts. Project applicants must submit a comprehensive report, including documentation such as project feasibility studies, environmental impact assessments, and project plans.
(5) The regulations outline the procedures for project approval, including the submission of project application reports, the review of reports by relevant authorities, and the issuance of project approval certificates. The regulations also specify the conditions for project approval, including compliance with national laws and regulations, industry policies, and environmental and social standards.
(6) The regulations also provide for the management of project changes, including changes to the project's location, investment scale, or industry. Project applicants must submit a new project application report and obtain approval or registration for any changes to the project.
(7) The regulations also specify the responsibilities of project approval and registration authorities, including the submission of project information to relevant authorities and the provision of services to project applicants. The regulations also provide for the establishment of a credit system for project applicants and the imposition of penalties for non-compliance with the regulations.
(8) The regulations will take effect on the date of their publication and will be interpreted by the Inner Mongolia Autonomous Region Development and Reform Commission.
