(5)　 聚焦企业和群众在房屋建筑和市政基础设施工程开工阶段的办事需求，加强部门协同和数据共享，优化线上线下服务，健全审管衔接机制，通过工程建设项目审批综合服务窗口和工程建设项目审批管理系统（以下统称工程审批系统），实现建设项目开工“一件事”集成高效办理，进一步提升企业和群众办事满意度、获得感。

(11)　 建设项目开工“一件事”适用于新建、改建、扩建房屋建筑和市政基础设施工程，不含需要开展特殊消防设计评审的项目。具体包括建筑工程施工许可（建设工程质量监督手续办理）、建设工程消防设计审查、城市建筑垃圾处置核准、城镇污水排入排水管网许可等事项。各地可结合实际拓展本地区建设项目开工“一件事”的事项范围。

(14)　 （一）推动“一件事”集成办理。各地要参照建设项目开工“一件事”申请表（附件1）、申请材料（附件2）、业务流程（附件3），梳理本地区建设项目开工“一件事”涉及政务服务事项申请条件、申请材料等要素，取消没有法律法规依据的许可条件和要求，制定公布办事指南。

(15)　 （二）提升“一件事”服务效能。各地要根据项目类型、建设规模、投资性质等情形提供精准服务，提前告知建设项目开工“一件事”办理流程及注意事项。及时向社会公开建筑垃圾处理单位、运输单位、运输时间、运输路线等信息，指导建设单位提前准备城市建筑垃圾处置核准申报材料，规范建筑垃圾产生种类、产生量等信息填报。完善“前台受理、后台审核”机制，统一受理建设项目开工“一件事”申请，跟进相关部门的办理进度和结果，协调解决有关问题。

(16)　 （三）规范“一件事”审批和管理。各地要严格按照公布的办事指南开展审批工作，不得额外增加或变相增加办理环节、申请材料、许可条件等。施工安全监督机构要对建设单位提交的保证安全施工具体措施的资料进行查验，必要时进行现场踏勘，行政许可审批部门对不符合施工许可条件的，不得颁发施工许可证。消防设计审查、施工许可等手续不齐全的，不得开工建设。健全审管联动机制，对申请办理建筑工程施工许可的项目，要及时明确项目安全监督机构，并将监管责任落实到具备监督人员资格及执法权的监督人员，确保“事有人管、责有人担”。强化建设资金落实履行承诺情况检查，对未履行承诺的，要依法撤销施工许可决定并追究申请人相应责任。

(17)　 （四）优化“一件事”网上审批。各地要依托全国一体化政务服务平台和工程审批系统，加强电子签章、电子材料、电子证照等应用，优化智能导办、自动生成表单等功能，持续提升网上审批服务水平。加强工程审批系统与公共资源交易、建筑市场、质量安全等相关系统的数据共享，优化表单填写、材料提交，能够通过共享获取的电子证照、审查意见等不要求提交纸质材料。充分利用建设工程企业资质证书、专业人员证书、建筑施工企业安全生产许可证、安全生产管理人员考核合格证等数据（附件4），优化完善信息填写、核验等功能。通过工程审批系统加强对建设项目开工“一件事”从申报到办结全过程的监督管理，整治“体外循环”和“隐性审批”。

(18)　 （五）完善“一件事”数据归集共享。各地要以建设项目开工“一件事”为抓手，加强对申报、审批、制证等环节数据质量管理，实现新开工项目信息全量、准确、实时归集和共享。推进工程审批系统与本地区建筑市场监管一体化工作平台数据共享，全面公开建筑工程施工许可证信息。探索建立房屋建筑单体赋码和落图机制，加强房屋建筑全生命周期数字化管理。

(21)　 （一）加强组织实施。各地要加强部门协同，统筹做好方案制定、流程优化、系统对接、业务培训等工作。建立工程建设项目全流程审批“高效办成一件事”常态化推进机制，加快在更多阶段更大范围实现“一件事”集成服务，强化各阶段“一件事”之间的有效衔接和系统集成。

(22)　 （二）加强工作联动。各地要加强建设项目开工“一件事”办理与质量安全监管、建筑垃圾利用处置去向监管等联动。结合项目建设计划，加强建筑垃圾分类处置和资源化利用能力建设，保障项目规范有序实施。

(23)　 （三）加强宣传引导。各地要通过多种渠道，做好政策解读、典型宣传等工作，提高企业和群众对建设项目开工“一件事”改革政策、办理渠道等知晓度，营造良好氛围。工作中取得的成效、遇到的问题和意见建议，要及时报告。
