关于组织开展2025年度重点行业能效“领跑者”企业推荐工作的通知

Summary

(1)　 To promote the implementation of the "2024-2025 Energy-Saving and Carbon Reduction Action Plan" and the "Inner Mongolia Autonomous Region Industrial Energy Efficiency Enhancement Plan," the local industrial and information technology departments, development and reform commissions, and market supervision bureaus are launching the 2025 Key Industry Energy Efficiency "Pacesetter" Enterprise Recommendation Work. This work aims to accelerate the promotion of energy-saving and carbon reduction transformations among key industries.

(2)　 According to the national mandatory energy consumption limits and the "Industrial Key Industry Energy Efficiency Benchmark Levels and Baseline Levels (2023 Edition)," the focus will be on the following 38 sub-industries: petroleum refining, coking, ethylene production, phenol production, polyethylene, acetic acid, methanol, ethylene glycol, caustic soda, polyvinyl chloride, sodium hydroxide, calcium carbide, aluminum smelting, alumina, silicon, magnesium smelting, polysilicon, cement clinker, flat glass, building ceramics, sanitary ceramics, paper pulp, tissue paper pulp, cotton, chemical fibers, blended fibers, woven textiles, knitted fabrics, yarns, adhesive short fibers, polyethylene terephthalate, and polyester.

(3)　 To be eligible for the "Pacesetter" title, enterprises must meet the following criteria: (1) have an annual energy consumption exceeding 10,000 tons of standard coal; (2) achieve or exceed the first-level (advanced value) energy consumption standards in the national industry standards and the benchmark levels in the "Industrial Key Industry Energy Efficiency Benchmark Levels and Baseline Levels (2023 Edition)" while having leading-edge equipment; (3) have a non-fossil energy consumption ratio of not less than 20%; (4) establish an energy management system and a measurement management system in accordance with the national standards; (5) implement energy-saving and carbon reduction plans, establish a responsibility system for energy-saving targets, and establish a reward and punishment system; (6) comply with national industrial policies and have not used banned or restricted technologies, equipment, and products; (7) have no safety, quality, environmental pollution, energy-saving, and environmental protection-related accidents or violations over the past three years.

(4)　 Enterprises can submit an application report to the local industrial and information technology departments, development and reform commissions, and market supervision bureaus. Industry associations are encouraged to recommend eligible enterprises. The application materials will be reviewed, and the recommended enterprises will be reported to the Inner Mongolia Autonomous Region Industrial and Information Technology Department, Development and Reform Commission, and Market Supervision Bureau by June 26, 2025. The final audit and announcement of the "Pacesetter" enterprises will be conducted by the Industrial and Information Technology Department, Development and Reform Commission, and Market Supervision Bureau of the Inner Mongolia Autonomous Region, in collaboration with the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Market Supervision Administration.

(2)　 为贯彻落实《2024-2025年节能降碳行动方案》《内蒙古自治区工业能效提升行动计划》，按照《工业和信息化部办公厅 国家发展改革委办公厅 市场监管总局办公厅关于组织开展2025年度重点行业能效“领跑者”企业推荐工作的通知》要求，加快引导重点行业企业节能降碳改造，现组织开展2025年度重点行业能效“领跑者”企业推荐工作。有关事项通知如下：

(3)　 依据国家强制性能耗限额标准和《工业重点领域能效标杆水平和基准水平（2023年版）》，聚焦石化化工、钢铁、有色金属、建材、轻工、纺织等行业，具体包括原油加工，煤制焦炭，煤制烯烃，乙烯，对二甲苯，精对苯二甲酸，甲醇，乙二醇，烧碱，聚氯乙烯，纯碱，电石，黄磷，合成氨，尿素，磷酸一铵，磷酸二铵，钛白粉，子午线轮胎，钢铁（含烧结、球团、高炉、转炉、电弧炉冶炼等工序），铁合金冶炼，铜冶炼，铅冶炼，锌冶炼，电解铝，氧化铝，工业硅，镁冶炼，多晶硅，水泥熟料，平板玻璃，建筑陶瓷，卫生陶瓷，卫生纸原纸、纸巾原纸，棉、化纤及混纺机织物，针织物、纱线，粘胶短纤维，聚酯涤纶等38个细分行业。

(4)　 （一）年能源消费量超过1万吨标准煤的独立法人单位。

(5)　 （二）单位产品的能耗水平达到或优于本行业能耗限额强制性国家标准中的1级（先进值）和《工业重点领域能效标杆水平和基准水平（2023年版）》的标杆水平，且主要工艺设备处于国内领先水平。

(6)　 （三）非化石能源消费比例不低于20%。

(7)　 （四）按照国家标准《能源管理体系 要求及使用指南》（GB/T 23331）和《测量管理体系 测量过程和测量设备的要求》（GB/T 19022），建设能源管理体系和测量管理体系。设置能源管理岗位、建立完备的能源统计和计量管理体系制度，能源计量器具配备符合国家标准《用能单位能源计量器具配备和管理通则》（GB 17167）要求并通过能源计量审查。

(8)　 （五）制定实施节能降碳计划方案，建立节能目标责任制和节能奖惩制度，并根据国家标准及相关要求建设能耗在线监测系统、能源管控中心或能碳管理中心等。

(9)　 （六）符合国家产业政策相关要求，未使用国家明令禁止或列入限制、淘汰目录的落后工艺、设备和产品。

(10)　 （七）近三年无安全（含网络安全、数据安全）、质量、环境污染等事故以及节能、环保、偷漏税等违法违规行为（以“信用中国”和“国家企业信用信息公示系统”为准），在国务院及有关部门相关督查工作中未发现存在严重问题，未被列入节能监察整改名单、失信被执行人等。

(11)　 （一）企业申请。按照自愿参与原则，符合要求的企业可向所在盟市工信局、发展改革委、市场监管局提交能效“领跑者”企业申请报告。鼓励有关行业协会推荐本行业符合要求的企业。

(12)　 （二）初审。盟市工信局、发展改革委、市场监管局组织对本地区企业申请进行初审，于2025年6月26日前将推荐意见、企业申请及《2025年度重点行业能效“领跑者”企业推荐表》（一式四份）分别报送自治区工信厅、发展改革委、市场监管局。电子版材料同步通过“工业节能与绿色发展管理平台”（https://green.miit.gov.cn）报送。

(13)　 （三）审核和发布。自治区工信厅、发展改革委、市场监管局对企业材料进行复核，工业和信息化部、国家发展改革委、市场监管总局将组织开展最终审核，通过专家评审等程序，确定和发布2025年度重点行业能效“领跑者”企业名单。

(14)　 （四）宣传推广。各级工业和信息化部门、发展改革委、市场监管部门要加大能效“领跑者”企业宣传推广，通过案例宣传、现场会等多种形式广泛宣传推广先进经验，带动行业能源利用水平持续提升。
