文化和旅游部办公厅关于开展第二批全国旅游演艺精品名录申报工作的通知

Summary

(1)　 The Chinese Ministry of Culture and Tourism has launched the second round of the National Tourism Performance Excellent Catalogue project, aiming to promote the development of the tourism performance industry and encourage high-quality projects. The project requires participating units to submit applications for the National Tourism Performance Excellent Catalogue, with a focus on projects that demonstrate strong cultural and artistic value, as well as economic and social benefits.

(2)　 The project is divided into three categories: scenic spot performances, theater performances, park performances, and specialty performances. The Ministry of Culture and Tourism has set a target of selecting 40 projects for the National Tourism Performance Excellent Catalogue. The selected projects will be showcased as exemplary models to promote the development of the tourism performance industry.

(3)　 To participate in the project, units must submit an application form, a commitment letter, and supporting materials such as project scripts, video samples, and business licenses. The applications will be reviewed and evaluated by experts, with a focus on projects that demonstrate high artistic value, cultural significance, and social benefits.

(4)　 The Ministry of Culture and Tourism has established a working mechanism to ensure the smooth implementation of the project. The Ministry's Industry Development Department will be responsible for organizing the evaluation and selection of projects, while the Ministry's Art Department will provide guidance on project improvement and upgrading.

(5)　 Provincial and municipal cultural and tourism departments will be responsible for reviewing and recommending projects from their respective regions. They must ensure that the recommended projects are of high quality, have strong cultural and artistic value, and are socially and economically beneficial.

(6)　 The deadline for submitting applications is August 20, 2025. Units must submit paper copies of their applications to the specified address, along with electronic versions stored on a USB drive or CD. (2)　 为发挥旅游演艺精品项目示范带动作用，推动旅游演艺行业提质增效，现开展第二批全国旅游演艺精品名录项目申报、评审工作，具体要求如下。

(4)　 依托各地现有文化内涵丰富、艺术水平精湛、社会效益和经济效益良好的旅游演艺项目，按项目类（含实景类、剧场类、园区类、特色类）和活动类等类别，遴选产生全国旅游演艺精品名录。同时，推出一批主题鲜明、制作精良、创意独特的红色主题旅游演艺项目。

(5)　 二、工作程序

(6)　 （一）旅游演艺项目的经营单位作为申报主体，按照《全国旅游演艺精品名录申报说明》（见附件3）要求，填报《全国旅游演艺精品名录申报表》（见附件1）、《申报承诺书》（见附件2），并附项目剧照、项目视频样片、《营业性演出许可证》或《演出场所经营单位备案证明》复印件、项目所获奖项及荣誉等申报材料，报所在省（区、市）（包括新疆生产兵团，下同）文化和旅游厅（局）。部直属文艺院团、有关中央企业可直接报送申报材料。

(7)　 （二）各省（区、市）文化和旅游厅（局）要对申报项目的意识形态，申报材料的真实性、完整性、准确性进行审核，对涉及历史题材、民族宗教题材的项目严格把关，根据审核结果择优确定推荐申报的旅游演艺项目，在其申报表中填写推荐意见并加盖公章，与其他申报材料一并报送。每省（区、市）申报项目不超过5个。

(8)　 （三）文化和旅游部产业发展司以组织专家评审等方式对申报项目进行综合评价，按项目类、活动类等2大类别共遴选40个左右的旅游演艺精品项目，确定并公布全国旅游演艺精品名录。

(9)　 三、组织实施

(10)　 （一）文化和旅游部产业发展司统筹开展全国旅游演艺精品名录编制工作，对精品名录实施动态管理，对于纳入精品名录的申报主体，在项目培育、品牌建设、人才培养、金融服务、交流合作、宣传推广等方面给予支持。文化和旅游部艺术司适时组织专家对重点项目改版提升进行专业指导。鼓励符合条件的优秀项目积极申报国家艺术基金资助项目。

(11)　 （二）各省（区、市）文化和旅游厅（局）统筹做好本地区旅游演艺精品项目的审核、推荐、申报工作，建立健全内容审核、舆情监测、风险应对等机制，按照遴选要求，认真审核、严格把关，确保推荐项目内容健康向上、体现当地文化特色、艺术精湛、口碑上乘。

(12)　 （三）各省（区、市）文化和旅游厅（局）要结合实际，依托现有政策和资金，加强对旅游演艺精品项目的指导和支持，防范盲目投资、重复建设、同质化竞争等问题。

(13)　 请各省（区、市）文化和旅游厅（局）认真组织推荐工作，汇总推荐项目的申报材料后，于2025年8月20日前将纸质材料寄送至指定地址，将电子版材料用U盘或光盘存储，随纸质材料一并寄送或发送至指定邮箱。
