Summary

(1)  The Guizhou Provincial People's Government has approved the "Xingyi City Land Space Overall Plan (2021-2035)" (hereinafter referred to as "the Plan"). The Plan serves as the fundamental basis for all types of development, protection, and construction activities in Xingyi City, and its implementation should be taken seriously. The plan is guided by Xi Jinping's thought on socialism with Chinese characteristics in the new era, and it fully implements the spirit of the 20th National Congress of the Communist Party of China and the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China.

(2)  To ensure safe and sustainable development, the following targets are set for 2035: the city's arable land area should not be less than 814,200 mu, with permanent basic farmland protection area not less than 569,300 mu; the ecological protection red line area should not be less than 710.74 square kilometers; the urban development boundary area should be controlled within 143.58 square kilometers; and the construction land use area for every unit of GDP should decrease by not less than 40%. The total water supply should not exceed the target set by the higher authorities, with 3.10 billion cubic meters not to be exceeded in 2025. (7)  The plan also emphasizes the importance of planning implementation guarantee. (6)  一、原则同意《兴义市国土空间总体规划(2021—2035年)》(以下简称《规划》)。

(7)  《规划》是兴义市各类开发保护建设活动的基本依据,请认真组织实施。《规划》实施要坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻党的二十大和二十届三中全会精神,深入贯彻落实习近平总书记在贵州考察时的重要讲话精神和对贵州工作重要指示精神,按照省第十三次党代会和省委第十三届五次、六次、七次全会部署,完整准确全面贯彻新发展理念,坚持以人民为中心,统筹发展和安全,促进人与自然和谐共生,推动兴义市着力建设山地户外运动康养度假旅游城市、新能源电池材料产业聚集区、兴义世界地质公园科普教育目的地。

(14)  完善城市功能结构和空间布局,优先保障能源、基础材料等主导产业发展空间需求,统筹安排教育、医疗、文化、体育、养老、殡葬等公共服务设施布局,完善城乡社区生活圈,促进产城融合、职住平衡。系统性、均衡化布局蓝绿开放空间,加强对城市建筑高度、体量、色彩等空间要素的管控引导,建设更加宜居宜业宜游的人民城市。严格开发强度管控,提高土地利用效率,统筹地上地下空间利用,有序实施城市更新和土地综合整治。健全文化遗产和自然遗产空间保护机制,扎实做好历史文化街区、红色文化、民族文化等系统性保护,推动其创造性转化、创新性发展。分类有序推进村庄规划编制实施和农村人居环境整治,促进乡村全面振兴。

(16)  《规划》是兴义市国土空间保护、开发、利用、修复的政策和总纲,必须严格执行,任何部门和个人不得随意修改、违规变更。黔西南自治州人民政府、省自然资源厅要指导督促兴义市人民政府完善国土空间规划委员会制度,健全规划实施监测评估预警机制和监督、执法、问责联动机制,做好《规划》印发、公开和实施管理,科学编制乡镇级国土空间总体规划、详细规划和相关专项规划。省自然资源厅要会同有关方面根据职责分工,密切协调配合,加强指导、监督和评估,确保实现《规划》确定的各项目标和任务。各有关部门要坚决贯彻党中央、国务院关于“多规合一”改革的决策部署,不在国土空间规划体系之外另设其他空间规划。《规划》实施中的重大事项要及时请示报告。
