关于更换内蒙古自治区新版业余电台操作证书的通知

Summary

(1)　 The Chinese government has announced a plan to replace old amateur radio operator certificates with new ones. According to the "Regulations on Amateur Radio Stations" and the "Notice on Optimizing Amateur Radio Management" issued by the Ministry of Industry and Information Technology, a nationwide replacement program will be implemented from June 2025 to December 31, 2026.

(2)　 The replacement is applicable to holders of the "Chinese Amateur Radio Association Amateur Radio Operator Certificate" with a blue or green color and A or B class. The replacement will be handled by the local authorities where the original certificate was issued, unless the original certificate was issued by the China Radio Administration Center (CRAC), in which case CRAC will handle the replacement.

(3)　 Only the highest level of operator certificate will be issued to individuals who hold multiple classes of certificates. For example, if someone holds both A and B class certificates, they can only apply for a B class replacement. If someone holds A, B, and C class certificates, they can only apply for a C class replacement, and they must submit an application to the CRAC China Amateur Radio Association.

(4)　 To apply for the replacement, individuals can log in to the CRAC website and follow these steps:

(5)　 1. Log in to the "Amateur Radio Station Operator Technical Ability Verification and Information Management System" on the CRAC website. 2. Click on "Candidate Services" > "Choose Exam" > "Apply for Replacement" > "Create Replacement" to apply for the replacement. 3. Only provide address, phone number, and a photo (for the new certificate) when applying, as other information cannot be modified. 4. If the application is rejected due to incorrect information, the individual cannot reapply for the same batch and must wait for the next batch. 5. The replacement application period is from Monday 18:10 to Friday 18:00, and the review period is one week after the application deadline. 6. The replacement results can be checked on the "Candidate Services" > "Choose Exam" > "Apply for Replacement" > "My Replacement" page.

(1)　 根据《业余无线电台管理办法》（工业和信息化部令第67号）、《工业和信息化部办公厅关于进一步优化业余无线电管理有关事宜的通知》（工信厅无〔2024〕71号）相关规定，自2025年6月起至2026年12月31日，组织实施全区新版业余无线电台操作证书换发工作，现将有关事宜通知如下：

(2)　 一、换证注意事项

(3)　 （一）换证对象：本次换证是指对“中国无线电协会业余电台操作证书”的换发（即原蓝、绿色的A、B类证书）。

(4)　 （二）属地审核：按原证书载明的属地换发、审核操作证书。例如，原操作证书载明的核发地点为“内蒙古自治区”，则由内蒙古自治区无线电主管部门负责该证换发审核。CRAC负责原操作证书载明核发地点为“CRAC HQ”、“CRAC总部”等的换发审核。

(5)　 （三）就高原则：同一名业余无线电爱好者拥有多个类别操作证的，只换发最高级别操作证。如同时拥有AB类操作证，只允许报名B类换证。如同时拥有ABC类操作证，只允许报名C类换证，C类证书向CRAC中国无线电协会业余无线电分会提出申请。

(6)　 二、换证流程

(7)　 （一）登录CRAC官网（www.crac.org.cn）的“业余无线电台操作技术能力验证与信息管理系统”。点击“考生服务”“选择考试”“我要换证”“新建换证”专栏http://82.157.138.16:8091/CRAC/crac/pages/stu_choose_photo.html，可申请换证。我区暂时不打印证书，只换发电子版证书。

(8)　 （二）换证申请人员的只能提交地址、电话和照片（用于制证的白底证件人像照）等少量信息，其他在库信息换证申请人员无法修改。

(9)　 （三）如换证申请人员相关信息填写不合规，申请将被驳回，换证申请人员不能再重新提交该批次的补充资料，只能参加后续其它批次换证。

(10)　 （四）换证时间暂定为每周一18：10至每周五18：00。审核时间为换证截止后一周。具体时间以可查询到的内蒙古自治区换证信息为准。

(11)　 （五）换证结果可在“考生服务”“选择考试”“我要换证”“我的换证”专栏查询。
