Summary

(1)　 The Beijing Municipal Government has issued a list of major administrative decision-making items for 2025, known as the "Directory", in accordance with the Regulations on the Temporary Provisions of Major Administrative Decision-Making. The list was compiled by the Beijing Municipal Government Office and has been approved by the Municipal Committee and the Municipal Government. The following notices are hereby issued to relevant departments and institutions:

(2)　 Firstly, the units responsible for the items listed in the Directory must strictly follow the Regulations on the Temporary Provisions of Major Administrative Decision-Making and implement the procedures of public participation, expert evaluation, risk assessment, legality review, and collective discussion and decision-making. They must also report on the implementation of these procedures when submitting the items for review by the Municipal Government's Standing Committee.

(3)　 Secondly, if necessary, the units responsible for the items listed in the Directory may adjust the items through in-depth research, sufficient evidence and specific opinions, and submit them to the Municipal Government for approval.

(4)　 Thirdly, the Beijing Municipal Government Office will strengthen supervision and inspection of the work related to major administrative decision-making.

(5)　 The Beijing Municipal Government's Directory of Major Administrative Decision-Making Items for 2025 includes 10 items.

(3)　 为落实重大行政决策程序制度，促进科学民主依法决策，根据《重大行政决策程序暂行条例》，市政府办公厅编制了《2025年北京市人民政府重大行政决策事项目录》（以下简称《目录》），经市委、市政府同意，现予印发，并就有关工作通知如下：

(4)　 一、《目录》明确的重大行政决策事项承办单位要严格按照《重大行政决策程序暂行条例》规定，认真落实责任，把握时间要求，严格履行公众参与、专家论证、风险评估、合法性审查和集体讨论决定等法定程序，并在提请市政府常务会议审议重大行政决策事项时，报告履行相关决策程序的情况。

(5)　 二、在后续工作中，确需结合实际对列入《目录》的决策事项进行调整的，承办单位要深入研究论证、充分阐明理据，提出具体意见报市政府审定。

(6)　 三、市政府办公厅将对重大行政决策事项有关工作加强督促检查。
