Counties are required to incorporate the transferred powers into their respective responsibility lists and ensure that corresponding responsibilities are implemented effectively. They must also develop specific implementation measures, simplify procedures, and optimize processes to provide efficient services to enterprises and the public.
(5) 3. Implement effective supervision and guidance. Provincial departments are required to develop standards or operational guidelines for implementing transferred powers, provide on-site guidance and training to county-level units, and help counties improve their capacity to implement transferred powers.
(6) Additionally, the provincial government will conduct regular research and evaluation of the implementation of transferred powers, identify problems, and provide recommendations for improvement. The decision also includes a list of provincial administrative powers to be transferred to counties for implementation.
