(5)　 2. The item "Internet Access Service Operation Site Information Network Security Review" under the jurisdiction of the Shaanxi Province Public Security Bureau has been deleted in accordance with the Regulations on the Management of Internet Access Service Operation Sites.

The item "Approval of Transplanting Ancient Trees" established at the local level has been deleted in accordance with the Shaanxi Province Ancient Tree and Famous Tree Protection Regulations, as it is redundant with the item "Approval of Transplanting Ancient Trees" established at the central level.

(14)　 11. The implementation agencies and basis for the following items have been adjusted due to revisions to relevant laws and regulations.

(15)　 All relevant departments and institutions are required to adjust their local and departmental administrative permit items lists, complete and improve administrative permit implementation regulations and service guides, strictly implement the list, strengthen overall management, and improve administrative approval efficiency and regulatory effectiveness, as well as enhance the satisfaction and sense of gain for enterprises and the public.

(1)　 各设区市人民政府，省人民政府各工作部门、各直属机构：

(2)　 根据《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》和行政许可事项清单管理工作要求，经省政府同意，现将《陕西省行政许可事项清单（2025年版）》修订情况通知如下。

(3)　 一、根据《印铸刻字业暂行管理规则》，删去省公安厅主管的“公章刻制业特种行业许可”。

(4)　 二、根据《互联网上网服务营业场所管理条例》，删去省公安厅主管的“互联网上网服务营业场所信息网络安全审核”。

(5)　 三、根据《陕西省古树名木保护条例》设立的地方层面设定事项“移植古树名木审批”，与根据《古树名木保护条例》新增设立的承接中央层面设定事项“古树名木移植审批”在具体审批内容上重复，删除该地方层面设定事项。

(6)　 四、根据《中华人民共和国文物保护法》和《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》，将省文物局主管的“文物保护单位原址保护措施审批”名称调整为“不可移动文物原址保护措施审批”，“文物保护单位的迁移、拆除或者不可移动文物的原址重建审批”名称调整为“不可移动文物的迁移、拆除或者原址重建审批”，“核定为文物保护单位的属于国家所有的纪念建筑物或者古建筑改变用途审批”名称调整为“国有文物保护单位中的纪念建筑物或者古建筑改变用途审批”，“考古发掘单位保留少量出土文物作为科研标本许可”名称调整为“考古发掘单位保留少量出土、出水文物作为科研标本许可”，“文物销售单位设立审批”名称调整为“文物销售经营许可”。

(7)　 五、根据《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》，将省国家安全厅主管的“涉及国家安全事项的建设项目审批”名称调整为“涉及国家安全事项的建设项目许可”。

(8)　 六、根据《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》，将省生态环境厅主管的“江河、湖泊新建、改建或者扩大排污口审批”名称调整为“江河、湖泊新设、改设或者扩大排污口审批”。

(9)　 七、根据《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》，将省药监局主管的“医疗单位使用放射性药品许可”名称调整为“医疗单位使用放射性制剂许可”。

(10)　 八、根据《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》，将省档案局主管的“档案及其复制件出境审批”名称调整为“档案或者复制件出境审批”。

(11)　 九、根据《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》，将省国家保密局主管的“武器装备科研生产单位保密资格认定”名称调整为“武器装备科研生产单位保密资质认定”。

(12)　 十、根据有关法律法规规定和《法律、行政法规、国务院决定设定的行政许可事项清单（2025年10月16日）》明确的实施机关，结合行政审批制度改革，对“司法鉴定机构及分支机构设立、变更、延续、注销登记”“外国人来华工作许可”“建设工程设计企业资质认定”“燃气经营许可”“船舶国籍登记”“新建、扩建、改建建设工程避免危害气象探测环境审批”“不可移动文物的迁移、拆除或者原址重建审批”“医疗用毒性药品收购企业许可”“海关监管货物仓储企业注册”“国境口岸卫生许可”的实施机关作出调整。

(13)　 十一、根据有关法律法规修订等情况，对部分行政许可事项的设定和实施依据等内容作出调整。

(14)　 请各地各部门根据《陕西省行政许可事项清单（2025年版）》（清单在陕西省人民政府门户网站自行下载）修订情况，及时调整本地本部门行政许可事项清单，编制完善行政许可实施规范和办事指南，严格依照清单实施行政许可，加强对清单内事项全链条全领域管理，不断提高行政审批效率和监管效能，提升企业和群众获得感、满意度。
