Summary

(1)　 The Inner Mongolia Autonomous Region has released a plan to promote employment and labor protection in key fields, industries, rural and urban grassroots, and small and micro enterprises. (9)　 为全面落实国务院就业促进和劳动保护工作领导小组《加力重点领域、重点行业、城乡基层和中小微企业岗位挖潜扩容 支持重点群体就业创业实施方案》（国就劳发〔2025〕2号），全面推进自治区就业促进行动，促进高校毕业生、退役军人、脱贫人口、农牧民工等重点群体就业，制定如下实施方案。

(11)　 坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻党中央、国务院促进高质量充分就业的决策部署，扎实推进就业促进行动，聚焦重点群体就业，找准岗位挖潜扩容方向，强化政策支持、培训赋能、服务助力，全力稳存量、扩增量、提质量、防变量，加力构建就业友好型发展方式，努力促进高质量充分就业，确保就业局势基本稳定。

(12)　 二、推进实施岗位开发计划的重点方向

(13)　 （一）围绕重点产业布局挖掘就业潜力。落实《内蒙古自治区人民政府关于进一步优化重点产业布局的指导意见》（内政发〔2025〕4号），用好重点产业发展基金，积极争取“两重”“两新”、中央专项基金和专项债，落实专精特新中小企业奖补政策，加快培育壮大十大产业集群，扩大就业容量。开展重点产业岗位挖潜行动，各盟市重点产业链牵头部门结合产业发展需求、重点产业政府投资规模等开展行业人才需求预测，及时将人才需求状况、链上重点企业名单推送同级人力资源社会保障部门。各级人力资源社会保障部门会同产业牵头部门充分利用“就业内蒙古”求职招聘平台、“蒙速聘”小程序归集发布岗位需求信息，强化供需对接，为重点产业发展提供人才和劳动力支撑。

(14)　 （二）释放重大项目拉动就业能力。推进重大项目谋划行动，重大项目、招商引资项目牵头部门、行业主管部门及时将项目信息推送同级人力资源社会保障部门。落实重大项目岗位信息归集发布机制，各级人力资源社会保障部门会同项目主管部门跟踪项目和企业落地、建设、投产等情况，提前征集重大项目岗位及用工需求信息，依托“就业内蒙古”求职招聘平台进行广泛发布，有针对性组织职业技能培训、举办专场招聘、开展有组织的劳务对接，做好重大项目、招商引资项目用工服务保障。

(15)　 （三）推动消费新热点转化为就业新渠道。推进北疆文化建设提升行动，大力促进文商、旅商、体商融合发展，谋划建设“吃住行游购娱”一体化的消费产业链，培育首发经济、冰雪经济、银发经济、赛事经济、会展经济等消费新增长点，支持各地举办演唱会、体育赛事和会展活动，进一步丰富夜间经济业态，打造地域特色夜经济等消费场景，带动商贸领域就业，发展入境消费，延伸做强消费新热点领域产业链条，提供更多就业机会。

(16)　 （四）推广以工代赈方式带动群众就业增收。积极争取中央以工代赈专项资金，加大农牧、水利、林草、交通等领域工程建设项目以工代赈实施力度，提高以工代赈吸纳当地劳动力比例，高标准农田、“三北”工程等项目以工代赈劳务报酬发放比例不低于施工单位中标额或总投资的10%，及时足额发放劳务报酬。以工代赈项目主管部门、实施部门及时向同级人力资源社会保障部门推送重点工程开工复工信息、承建企业信息，同级人力资源社会保障部门会同项目实施部门做好用工服务保障，收集梳理重点工程项目岗位及用工需求信息，强化劳务协作，吸纳更多本地劳动力就业。基层政府和组织要创新劳务组织模式，加快组建农牧民施工队、劳务公司、劳务合作社，引导农牧民、脱贫人口参与项目建设。

(17)　 （五）围绕保障重点民生服务促进就业。壮大养老服务产业，强化养老护理员培养培训，开展职业技能等级认定，2025年养老护理员培训不少于5000人。实施自治区普惠托育服务示范项目，支持社会力量参与多种模式托育服务，扩大“萌宝驿站”社区托育服务试点范围，强化保育员、育婴师技能培训，吸纳更多就业。推进医疗卫生强基工程，加强乡村医生、护士队伍建设，吸纳各类卫生健康人才。落实商务部等九部门关于促进家政服务消费扩容升级若干措施，推进家政服务业提质扩容，培育家政服务品牌，引导更多劳动者到家政领域就业。以住房消费带动就业，结合房地产开发进度，扩大物业服务人员配备。

(18)　 （六）加强民营企业和中小微企业用工服务保障。持续开展“一起益企”中小企业服务行动，推进自治区小微企业个体工商户三年成长计划，加快构建“创业培训、创业服务、创业孵化、创业活动”四创联动的支持体系，优化创业带动就业政策环境。组织开展民营企业和中小微企业访企问需行动，充分发挥“三支一扶”计划服务人员、社区民生志愿者以及基层就业服务站点工作人员作用，摸排用工意向，了解培训需求，推送就业政策，广泛开展就业服务，更好发挥民营企业和中小微企业吸纳就业主阵地作用。

(19)　 （七）拓宽城乡基层就业空间。全面推进乡村振兴，开展县域商业建设行动，实施新一轮农村牧区集体经济扶持行动，引导鼓励有条件的嘎查村集体经济组织发展民宿、庭院经济等乡村产业，创造更多家门口就业机会。优化社区工作力量配备，确保每万城镇常住人口拥有社区工作者18人。扩大自治区“三支一扶”招募规模至3000人，“西部计划”新招募1000人以上。引导法学毕业生、律师执业实习人员等到西部基层、农村牧区提供法律援助服务。支持各地使用工会经费合理配备工会社会工作者和专职集体协商指导员。引导各类社会组织吸纳就业，社会组织工作人员保持在2800人以上。开发农村牧区公路管护等领域就业岗位，拓宽基层就业空间。

(20)　 （八）稳定事业单位和国有企业招聘规模。深入挖掘编制资源，提高编制使用效益，事业单位在制定招聘计划时应结合实际，实现应招尽招。对招聘教育类、卫生类等所需的高层次、急需紧缺专业技术人才可以简化招聘流程，直接采取面试或组织考察的方式进行招聘。推动高校设立助学助管、科研助理和就业见习等岗位。鼓励国有企业带头履行吸纳就业社会责任，挖掘岗位潜力，超前储备人才，招聘应届高校毕业生比例不低于50%。

(22)　 （九）加大减负稳岗支持力度。全面落实助企行动，降低企业税费、融资、物流等交易成本，提高涉企事项审批效率，依托“互联网+监管”系统，实现全区涉企监管事项统一管理、动态更新。延续实施国有企业一次性增人增资政策实施期限至2026年底。继续实施阶段性降低失业、工伤保险费率、稳岗返还、技能提升补贴政策。将符合条件的社会组织纳入一次性扩岗补助政策范围。进一步加大金融助企稳岗扩岗力度，降低申请门槛，扩大对象范围，提高授信额度，降低利率水平，加大对不裁员少裁员劳动密集型企业等促进稳定就业的企业金融支持力度。落实残疾人就业创业奖补政策，加大对各级辅助性就业机构的扶持力度，严格落实安置残疾人减税降费有关规定，提高用人单位安置残疾人就业意愿。

(23)　 （十）强化自主创业政策支持。依托“蒙速办”平台推广高效办成个人创业“一件事”服务。征集发布创新创业项目，引导劳动者创新创业，对带动就业能力强的创业项目，在一定周期内给予“跟踪陪跑”帮扶。加快培育创业指导专业化队伍，因地制宜扩大创业园（孵化基地）规模，放宽重点群体免费入驻门槛。加大金融支持力度，鼓励有条件的地方提高创业担保贷款单笔额度，推动政府性融资担保体系加力支持就业创业。

(24)　 （十一）开展大规模职业技能培训。支持行业主管部门聚焦岗位挖潜扩容的重点方向，分行业领域制定培训计划，加大培训资金投入、设施建设、企业参与等支持力度，2025年全区各行业培训35万人次以上。深入实施“技能照亮前程”专项行动，聚焦重点群体，推行“岗位需要+技能培训+技能评价+就业服务”四位一体项目化培训模式，优化调整培训目录，落实差异化培训补贴政策，培养更多发展所需人才。落实“新八级工”制度，支持符合条件的企业积极开展技能人才自主评价。指导企业建立健全以技能人才为导向的薪酬分配体系，实行岗位薪酬与岗位价值、职业技能等级双挂钩，提高相关领域行业技能劳动者获得感。

(25)　 （十二）推进就业服务提质增效。完善“就业内蒙古”求职招聘平台、“蒙速聘”小程序功能，充分利用信息化手段归集发布岗位信息，强化岗位信息动态管理，促进就业岗位高效汇集、就业需求智能匹配、就业服务及时便捷。用好没人干” 岗位清单，组织更多分行业、分领域、分专业招聘活动，提高招聘质效。优化升级“家门口”就业服务站，征集辖区内个体工商户、小微企业空缺岗位、摸排就业创业培训意愿、开展失业人员回访、信息数据核实、职业介绍等服务内容，进一步夯实基层就业公共服务基础。“有人没活干”人员清单和“有活

(26)　 （十三）切实保障劳动者合法权益。持续开展清理整顿人力资源市场秩序专项行动，依法查处就业歧视、黑职介、招聘欺诈等违法行为，规范劳务派遣用工，纠治“假外包、真派遣”等乱象。组织开展“人社系统全领域、劳动用工全链条”劳动保障服务行动，引导用人单位依法建立和完善劳动规章制度，规范企业用工，维护劳动者就业权益。指导企业与职工通过协商稳定就业岗位，规范裁员行为。推进劳动人事争议“一站式”综合服务试点工作，用好企业劳动关系协调信息传导机制，构建多元劳动关系风险预警防控网，全力防范化解劳动关系领域风险。

(27)　 四、强化组织实施和工作保障

(28)　 （十四）细化工作方案。各盟市、各部门要将落实重点领域、重点行业、城乡基层和中小微企业岗位挖潜扩容支持重点群体就业创业实施方案，作为自治区推进就业促进行动、提振消费专项行动的重要抓手，将就业影响纳入宏观政策取向一致性评估范围，在重大项目、重大政策出台前开展就业影响评估，提升经济发展就业带动力。各盟市要结合本地实际，明确挖潜扩容的重点方向，细化工作目标和具体举措。自治区各部门要按照方案要求，细化行业挖潜扩容具体举措、工作目标和进度安排。各盟市、各部门具体举措和方案请于5月20日前报自治区就业促进和劳动保护工作领导小组办公室。

(29)　 （十五）抓好统筹调度。落实就业岗位归集发布机制，建立部门间岗位挖潜扩容会商机制。从6月份开始，请各盟市、各部门于每月初5个工作日内，将挖潜扩容实施情况反馈至自治区就业促进和劳动保护工作领导小组办公室，领导小组办公室将适时向领导小组报告，对落实不力、工作迟缓的及时提醒和催办，必要时纳入自治区党委监督贯通协调平台推动落实，对统计数据造假的严肃追责问责。要完善资金监管机制，实现网上申领、网上审核、网上发放、直补个人，对违规使用、骗取套取资金的依法依规严惩。要加大政策宣传解读力度，强化就业观念引导，广泛挖掘选树一批吸纳就业成效显著的行业企业典范，宣传交流各地挖潜扩容好的经验做法，发挥示范引领作用。
