Summary

(1)　 The Ministry of Industry and Information Technology has issued a notice (No. 224 of 2025) to promote the development of digital accessibility and assistive technology for the elderly and people with disabilities. The notice aims to accelerate the growth of digital accessibility and assistive technology, expand the application of high-quality products and services, and promote the development of the silver economy.

(2)　 The notice focuses on four categories: innovative technologies, internet applications, hardware products, and intelligent services. It encourages enterprises to submit exemplary cases of digital accessibility and assistive technology products and services that have achieved significant innovation, high quality, and social benefits.

(3)　 For innovative technologies, the focus is on artificial intelligence, virtual and augmented reality, wearable technology, and 5G communication. The recommended technologies should address key areas such as multi-modal interaction, decision-making assistance, and information protection.

(4)　 For internet applications, the focus is on high-frequency scenarios for the elderly and people with disabilities, including news, social communication, shopping, healthcare, finance, education, transportation, and government services. The recommended applications should significantly lower the barriers to online access for the elderly and people with disabilities.

(5)　 For hardware products, the focus is on intelligent care, monitoring, security, companionship, and rehabilitation. The recommended products should address pressing issues faced by the elderly and people with disabilities in their daily lives.

(6)　 For intelligent services, the focus is on providing digital services to the elderly and people with disabilities, including telecommunications, elderly care, transportation, tourism, and finance. The recommended services should demonstrate the integration of traditional services with innovative digital solutions.

(7)　 To be eligible, applicants must be registered in China, have a good reputation, and no record of quality, safety, or social responsibility issues. Joint applications are allowed, but no more than three units can participate. Applicants must have implemented their projects, achieved innovation, and demonstrated social benefits.

(8)　 The application process involves submitting a written application, a template-based report, and electronic materials to the local communication management bureau. The bureau will evaluate and recommend projects to the Ministry of Industry and Information Technology. The recommended projects will be publicly announced after evaluation by a panel of experts.

(9)　 The notice encourages government departments and society to support the exemplary cases, provide resources, and promote them to expand their impact. The cases must be transparent and subject to social supervision, and any cases found to be fraudulent or deceptive will be disqualified.

(3)　 为深入贯彻《无障碍环境建设法》和《国务院办公厅关于发展银发经济增进老年人福祉的意见》，落实《促进数字技术适老化高质量发展工作方案》有关要求，加速提升数字适老助残能力，扩大相关优质产品和服务推广应用，现组织开展2025年数字适老助残产品和服务典型案例推荐工作。有关事项通知如下：

(4)　 一、申报范围

(5)　 本次推荐工作围绕创新技术、互联网应用、硬件产品、智能服务四个类别，遴选一批技术水平高、创新能力强、服务质量优、应用成效好的数字适老助残产品和服务，激发企业拓展数字适老助残新业务、新模式、新场景的内生动力，提升产品和服务供给水平，赋能银发经济高质量发展。

(6)　 （一）适老助残创新技术。聚焦人工智能大模型、虚拟现实及增强现实（VR/AR）、具身智能、5G通信等信息技术能力供给，面向多模态交互、辅助决策、信息保护等关键环节和重点场景，推荐能够夯实数字技术适老化及信息无障碍产业发展基础、具备创新性和可推广复制性的技术解决方案。

(7)　 （二）适老助残互联网应用。聚焦老年人、残疾人高频生活场景，面向新闻资讯、社交通讯、生活购物、医疗健康、金融服务、学习教育、交通出行、政务服务等领域，推荐能够显著降低老年人、残疾人上网门槛，具有经济效益和推广价值的适老化及无障碍互联网网站、手机App和小程序等。

(8)　 （三）适老助残硬件产品。面向智能照护、智能监测、智能安全、智能陪伴、智能康复等领域，推荐能够切实解决老年人、残疾人日常生活面临的迫切问题，促进数字技术适老化及信息无障碍产业升级的智能终端、可穿戴设备、服务机器人等硬件产品。

(9)　 （四）适老助残智能服务。聚焦为老年人、残疾人提供数字化服务，面向电信、养老、出行、旅游、金融等服务场景，推荐能够体现传统服务方式与智能化服务创新并行理念，为老年人、残疾人共享信息化发展成果提供支持保障作用的智能服务实践。

(10)　 二、申报要求

(11)　 （一）申报主体应在中华人民共和国境内注册登记，有独立法人资格，具有良好运营能力，在质量、安全、信誉和社会责任等方面无不良记录。允许以联合体方式参与申报，联合单位不超过3家。相关分支机构可凭上级法人单位的授权文件申报。

(12)　 （二）申报项目须已落地实施，符合国家相关法律法规和政策导向，在数字技术适老化、信息无障碍等方面取得创新性突破，可对外公开，具有较强的示范性和可推广复制性，取得可评估的成果贡献，实现一定经济社会效益。

(13)　 （三）申报主体对申报材料的真实性负责，申报项目的技术、产品及相关知识产权应归属申报主体、团队或取得相应授权许可，且无知识产权纠纷。

(14)　 三、申报流程

(15)　 （一）自愿申报。申报主体填写申报书（附件1），并参照模板要求编写材料，向注册地通信管理局提交申报材料（一式两份书面材料和电子材料）。每个申报主体报送的项目不超过4个，且每个类别申报的项目不超过1个。

(16)　 （二）省级推荐。各地通信管理局要积极发挥牵头协调作用，会同相关部门综合评估后择优推荐。各地通信管理局需按推荐优先级顺序填写推荐汇总表（附件2），并于2025年8月31日前将推荐汇总表和申报材料报工业和信息化部（信息通信管理局）。

(17)　 （三）评审公布。工业和信息化部、民政部、交通运输部、文化和旅游部、金融监管总局、中国残联将组织相关领域专家对省级推荐项目进行评审，并按程序对外公布典型案例名单。

(19)　 （一）鼓励各级政府部门和社会各界对相关典型案例，从政策、项目、资源配套等多方面提高支持力度，加大宣传力度，扩大示范带动效应。

(20)　 （二）典型案例要主动接受社会监督。发现违法违规、弄虚作假等问题的，一经核实，取消资格。
