Summary

(1)　 The Inner Mongolia Autonomous Region has issued a specific implementation rule for the new energy city bus and power battery update subsidies in 2025. The rule is based on the requirements of the Ministry of Transport, the National Development and Reform Commission, and the Ministry of Finance, as stated in the notification (交办运〔2025〕4号) issued by the Ministry of Transport, the National Development and Reform Commission, and the Ministry of Finance.

(2)　 The rule is implemented in accordance with the "Implementation Plan for Promoting Large-scale Equipment Update and Consumption Product Exchange for New Ones" (国发〔2024〕7号) and the "Implementation Rules for 2025 New Energy City Bus and Power Battery Update Subsidies" (交办运〔2025〕4号). The rule aims to promote the update of old energy city buses and power batteries, and to encourage the adoption of new energy city buses.

(3)　 The subsidies for the update of new energy city buses and power batteries are funded by the central and local governments, in accordance with the "Implementation Plan for Promoting Large-scale Equipment Update and Consumption Product Exchange for New Ones" (内发改环资字〔2025〕279号).

(4)　 The subsidies are provided for city buses that are 8 years or older, registered before December 31, 2017, and for new energy city buses whose power batteries need to be replaced before December 31, 2025. The applicants must be enterprises that have obtained the right to operate city public transportation in accordance with the "Urban Public Transportation Ordinance" and the "Regulations on the Operation of Urban Bus and Trolleybus Passenger Transportation" (交通运输部令2017年第5号).

(5)　 The subsidies are as follows: 110,000 yuan per vehicle for updating new energy city buses, with an additional 10,000 yuan for low-floor and low-entry new energy city buses. The subsidies for replacing power batteries are not more than 50% of the price of new power batteries, with a maximum subsidy of 42,000 yuan.

(6)　 The applicants must submit their applications through the "City and Rural Passenger Transport Comprehensive Business Management and Performance Evaluation System" (ky.motcats.com.cn) and provide the required materials, including the registration certificate of the old vehicle, the proof of scrapping the old vehicle, and the proof of purchasing the new vehicle.

(7)　 The subsidies will be paid by the municipal finance department, and the municipal transportation department will be responsible for reviewing and approving the applications. The Inner Mongolia Autonomous Region Transportation Department will conduct a review of the use of funds, and the Inner Mongolia Autonomous Region Finance Department and the Development and Reform Commission will conduct an audit of the use of funds.

(8)　 The rule also specifies that the applicants must be responsible for the authenticity of the materials and must strictly follow the financial regulations and accounting methods. Any falsification, concealment, misappropriation, or occupation of the subsidy funds will be strictly handled in accordance with the relevant regulations, and the responsible units and individuals will be held accountable.

(9)　 The rule will take effect from the date of issuance, and any changes to the national and autonomous region policies will be implemented accordingly.

(8)　 第一章 总 则

(9)　 第一条 按照《国务院关于印发〈推动大规模设备更新和消费品以旧换新行动方案〉的通知》（国发〔2024〕7号）、《交通运输部办公厅、国家发展改革委办公厅、财政部办公厅关于印发〈2025年新能源城市公交车及动力电池更新补贴实施细则〉的通知》（交办运〔2025〕4号）、《内蒙古自治区发展改革委、财政厅关于自治区2025年加力扩围实施大规模设备更新和消费品以旧换新政策的通知》（内发改环资字〔2025〕279号）等文件要求，制定本细则。

(10)　 第二条 2025年新能源城市公交车及动力电池更新补贴资金，按照央地共担原则，根据《内蒙古自治区发展改革委、财政厅关于自治区2025年加力扩围实施大规模设备更新和消费品以旧换新政策的通知》（内发改环资字〔2025〕279号）要求具体执行。

(11)　 第二章 补贴范围和标准

(12)　 第三条 本细则支持车龄8年及以上，即2017年12月31日前注册登记的城市公交车车辆更新，以及2025年12月31日前超出质保期或不满足安全运营条件的新能源城市公交车动力电池更换。

(13)　 本细则所指申请人，应为按照《城市公共交通条例》规定，依据《城市公共汽车和电车客运管理规定》（交通运输部令2017年第5号）或者当地有关法规、规章等，通过特许经营、许可等方式，依法取得城市公共汽电车线路运营权的企业。

(14)　 本细则所称城市公交车，是指在城市人民政府确定的范围内，依法取得公共交通运营资格并提供公共交通客运服务的车辆，具体由所在地交通运输主管部门认定。

(15)　 新能源城市公交车以旧换新可申请补贴，即报废老旧城市公交车（车辆运营单位注册地在内蒙古自治区），并购买纳入《享受车船税减免优惠的节约能源使用新能源汽车车型目录》、《减免车辆购置税的新能源汽车车型目录》、《新能源汽车推广应用推荐车型目录》之一的新能源城市公交车。包括纯电动、插电式混合动力、氢燃料电池车辆。新购的新能源城市公交车《机动车登记证书》中的使用性质应为“公交客运”，乘用车不纳入本政策支持范围。

(16)　 本细则所称更换动力电池，是指对新能源城市公交车辆动力电池进行全套更换，更换后的动力电池应在2024年1月1日（含当日，下同）后生产，质保年限不低于5年，更换工作符合《中华人民共和国工业和信息化部、交通运输部、公安部、商务部、应急管理部、市场监管总局、金融监管总局、国家消防救援局公告》(2024年第22号）相关要求。

(17)　 第四条 更新新能源城市公交车每车补贴11万元。更新车辆为低地板及低入口新能源城市公交车，每车再补1万元。

(18)　 更换全套车辆动力电池，每辆车补贴金额不得高于新购动力电池价格的50%，最高补贴4.2万元。

(19)　 第三章 资金申报、拨付和清算

(20)　 第五条 补贴申请需通过“城乡客运综合业务管理与绩效评价系统”（ky.motcats.com.cn）填报。

(21)　 第六条 补贴资金申请人，应在完成新能源城市公交车以旧换新及动力电池更新后，向地方交通运输主管部门提交补贴资金申请，截止日期为2025年12月31日。

(22)　 1.提交申请。符合补贴条件的申请人通过“城乡客运综合业务管理与绩效评价系统”上传材料。

(23)　 2.材料审核。申请补贴资金的申请人所在地为旗县的（非盟市主城区），由旗县交通运输主管部门对申报材料进行初审，报盟市交通运输主管部门复核；申请人所在地为盟市主城区的，由盟市交通运输主管部门对申报材料进行审核。满洲里市、二连浩特市由当地交通运输主管部门审核。

(24)　 3.补贴发放。审核结果经公示无异议的，按相关程序拨付补贴资金。

(25)　 第七条 申请新能源城市公交车更新补贴提交以下材料：

(26)　 1.报废车辆首次登记注册时间证明，老旧城市公交车行驶证、《报废机动车回收证明》《机动车注销证明》；

(27)　 2.新购置新能源城市公交车行驶证、收付款凭证、《机动车销售统一发票》《机动车登记证书》；

(28)　 3.车辆为低地板及低入口的新能源城市公交车的证明（如更新则需提供）。

(29)　 申请新能源城市公交车动力电池更换补贴提交以下材料：

(30)　 1.老旧城市公交车行驶证、旧动力电池包数量、旧动力电池包编码；

(31)　 2.更换后的动力电池包数量、动力电池包编码、生产日期等信息，以及动力电池更换合同（含动力电池安全合规性要求）、新购动力电池的购买发票、收付款凭证和验收证明等佐证材料；

(32)　 上述《报废机动车回收证明》《机动车注销证明》《机动车销售统一发票》《机动车登记证书》，以及更换动力电池验收证明应于2025年1月1日至2025年12月31日期间取得。

(33)　 第八条 补贴资金拨付到盟市级财政，由盟市级财政部门根据同级交通运输主管部门提出的资金安排建议，统一将补贴资金拨付给申请人。满洲里市、二连浩特市由当地财政部门负责补贴资金拨付。各盟市交通运输主管部门向同级财政部门报送资金申请时，同步将资金安排意见报同级发展改革部门。

(34)　 第九条 补贴资金申报工作结束后，自治区交通运输厅对资金使用情况进行核查，自治区财政厅、发展改革委对资金使用情况进行清算。

(35)　 第四章 资金管理

(36)　 第十条 用于新能源城市公交车及动力电池更新的相关资金，按照国家、自治区有关规定执行。

(37)　 第十一条 获得补贴资金的申请人要自觉接受审计、财政、发展改革、监察部门的监督检查，严格执行财务规章制度和会计核算办法。

(38)　 第十二条 对弄虚作假、截留、挪用、挤占财政补贴资金等行为，严格按相关规定进行处理，并依法追究有关单位和人员责任。

(39)　 第十三条 申报主体须对材料真实性负责并严守承诺。对虚报信息或未履行承诺的申报主体，取消其补贴资格并依法追回补贴资金。

(40)　 第十四条 2024年7月1日至2024年12月31日期间，已提交补贴资金申请但未拨付资金的，经审核通过后按本具体实施细则明确的标准执行。

(42)　 第十五条 本细则未做规定事项按照《交通运输部办公厅、国家发展改革委办公厅、财政部办公厅关于印发〈2025年新能源城市公交车及动力电池更新补贴实施细则〉的通知》（交办运〔2025〕4号）执行。

(43)　 第十六条 本细则由自治区交通运输厅、发展改革委、财政厅按职责负责解释。

(44)　 第十七条 本细则自印发之日起实施，期间如遇国家、自治区政策调整，则执行国家、自治区政策。
