Summary

(1)　 The Ministry of Industry and Information Technology issued a notice to promote the development of small and medium-sized enterprises (SMEs) through the "Together for SMEs" action plan. The plan aims to strengthen SME services, promote high-quality development, and implement the decisions made by the Party Central Committee and the State Council.

(2)　 The nationwide SME service month will be held in June 2025. Relevant departments, industry associations, and service institutions are required to work together to provide services that cater to the needs of SMEs. The activities will focus on areas such as market expansion, talent cultivation, financing, digital transformation, technological empowerment, management improvement, overseas services, and compliance management.

(3)　 Key requirements include:

(4)　 1. Focusing on key services: SMEs, specialized and sophisticated SMEs, high-tech SMEs, and emerging industries will be the main focus of the services. 2. Innovative service methods: The "one-stop" service platform will be utilized to integrate online and offline services, enhancing the precision, convenience, and efficiency of services. 3. Emphasizing service effectiveness: Services will be tailored to meet the needs of SMEs, addressing their problems and improving their satisfaction. 4. Promoting service publicity: The importance of SMEs will be publicized, and their stories will be shared to promote a positive image of SMEs.

(5)　 The Ministry of Industry and Information Technology requires all units to report their SME service month activities by July 5, including their work methods, achievements, case studies, and activity videos.

(3)　 为贯彻落实党中央、国务院决策部署，加强中小企业服务，促进中小企业高质量发展，按照工业和信息化部等17部门关于开展2025年“一起益企”中小企业服务行动有关要求，现组织开展全国中小企业服务月活动。有关事项通知如下：

(5)　 以习近平新时代中国特色社会主义思想为指导，以促进中小企业高质量发展为目标，加强各级中小企业主管部门、各行业协会、工业和信息化部所属单位和各类服务机构间协同联动，聚焦中小企业服务需求，凝聚服务共识，汇聚服务合力，营造服务氛围，聚能企业发展。

(9)　 各级中小企业主管部门要积极发挥所属单位、中小企业公共服务机构、中小企业公共服务示范平台、有关行业协会作用，动员各类专业服务机构，围绕市场拓展、引才育才、融资促进、数字化转型、技术赋能、管理提升、出海服务、合规管理等领域，优化服务理念、创新服务方式，因地制宜组织开展形式多样、内容丰富的公益性服务活动。工业和信息化部所属单位和协会6月公益性服务活动见附件。

(10)　 四、工作要求

(11)　 （一）聚焦服务重点。各单位在面向广大中小企业加强公益性服务的同时，要聚焦专精特新“小巨人”企业、专精特新中小企业、科技和创新型中小企业、瞪羚企业等重点企业和中小企业特色产业集群、中外中小企业合作区等重点领域，开展针对性的服务活动。

(12)　 （二）创新服务方式。各单位要发挥全国中小企业服务“一张网”作用，加强线上线下融合互促，与各类线下服务机构、线上服务平台协同联动，扩大服务覆盖面，提升服务精准化、便利化水平。

(13)　 （三）突出服务实效。各单位要力戒形式主义，想企业之所想、办企业之所需，坚持需求导向、问题导向，把政策、管理、技术、服务送到企业手上，帮助中小企业解决好生产经营中的难题，提升企业服务获得感和满意度。

(14)　 （四）加强服务宣传。各单位要广泛开展宣传报道，形成良好舆论环境。要阐明中小企业重要作用，可结合6月27日“联合国中小微企业日”和第二十届中国国际中小企业博览会扩大宣传，引导全社会关心支持中小企业发展；要讲好中小企业故事，传播专精特新发展理念；要宣传中小企业服务工作，营造服务中小企业的良好氛围。

(16)　 请各单位于7月5日前将中小企业服务月活动情况（包括工作做法、取得成效、服务案例及活动视频等）报工业和信息化部（中小企业局），电子版材料发送至fwjsc@miit.gov.cn。
