(3)  为贯彻落实党中央、国务院关于促进中小企业健康发展的决策部署,加大优质中小企业培育工作力度,推动中小企业在推进新型工业化、构建现代化产业体系、发展新质生产力中发挥更大作用,现决定开展2025年度中小企业经营管理领军人才培训(以下简称领军人才培训)。有关事项通知如下:

(4)  一、培训计划

(5)  (一)培训安排。2025年度计划培训中小企业经营管理领军人才不少于800名,共安排9期集中培训,每期培训4天(具体时间安排见附件1)。培训费用由财政全额补贴,学员免费参训(往返交通费用需自理)。

(6)  (二)培训对象。面向爱国敬业、遵纪守法、践行企业家精神、履行社会责任,服务于地方经济和社会发展,具有较大社会影响力的优秀中小企业家和管理者,包括专精特新中小企业、创新型和科技型中小企业、制造业单项冠军企业、瞪羚企业、独角兽企业、高新技术企业中的中小企业主要经营管理人员等(原则上为企业一把手)开展培训。参加培训人员须具有良好的政治素质和道德品行,身体健康,无违法犯罪和不良从业等记录。

(7)  (三)培训方式。采取讲座、现场教学、讨论交流等多种形式开展集中脱产培训,围绕中小企业经营管理的重点领域和薄弱环节,着力提升企业经营管理者在学习贯彻习近平新时代中国特色社会主义思想、参与国家重大战略、把握发展形势、加强战略管理、完善企业治理、推动转型升级、实现专精特新发展等方面的专业素质和水平。

(8)  (四)培训内容。围绕深入学习贯彻习近平总书记关于新型工业化和中小企业的重要论述,落实党中央、国务院决策部署,宣贯国家中小企业政策,聚焦中小企业经营管理的重点领域和薄弱环节,制定培训计划,设计课程。强化政治引领,将弘扬企业家精神融入培训全过程,开展融资上市、数字化发展、智能制造、战略管理、财税管理、科技创新、转型升级、国际化发展、绿色化发展等方面的培训。

(9)  (五)培训师资。以政府部门、高校、研究机构、企业等具有较高思想政治素质、理论政策水平和经营管理经验的专家、学者、企业家为主。

(11)  (一)2025年度领军人才培训工作按照政府主导、面向企业、坚持公益、讲求实效原则,由工业和信息化部中小企业局负责统筹制定培训方案,各地中小企业主管部门负责参训学员遴选推荐工作,工业和信息化部人才交流中心负责培训组织工作。

(12)  (二)各省(自治区、直辖市)及计划单列市、新疆生产建设兵团参照部中小企业局分配名额表(附件2),组织企业报名参加培训,对于实际报名过程中分配名额未报满的地区,部中小企业局将在后续培训工作中调减或取消当地名额。请于6月9日前将《领军人才培训工作信息表》(附件3)和第1期培训班《领军人才培训报名汇总表》(附件4)、《领军人才培训学员报名表》(附件5)电子版材料反馈至jiayue@miitec.cn,6月20日前汇总反馈第2—9期培训班《领军人才培训报名汇总表》和《领军人才培训学员报名表》。每个企业本年度仅可报名一个培训班,且限报一人。领军人才培训坚持企业自愿原则,各地中小企业主管部门应当做好生源组织过程把控,不得以任何形式强制、变相强制企业参加或向企业收取费用。

(13)  (三)严肃培训纪律,培训期间严格执行签到考勤管理制度。学员应当严格遵守各项纪律要求,培训期间不参加聚餐、饮酒等活动,不迟到旷课,原则上不得请假。确需请假的,需通过地方中小企业主管部门请假并向所在班级报备后方可外出。

(14)  (四)培训结束时,对按规定完成学业的参训学员统一颁发结业证书。工业和信息化部中小企业局组织开展培训效果评价工作,广泛听取参训企业家意见,从课程设置、师资力量、组织管理、实际效果等方面进行全面评价,推动完善培训内容、改进培训方式、拓展培训资源,不断提高培训质量和水平。

(15)  (五)工业和信息化部人才交流中心要聚焦强化政治引领、弘扬优秀企业家精神、培育优质中小企业,不断完善培训教学服务体系,加强教学管理、提升教学质量、对接优质资源,搭建全方位学习交流平台;完善培训管理制度体系,坚持规范培训、强化资金管理、严肃财经纪律,做好信息保密工作等。

(16)  (六)各地要结合当地的政企沟通机制,建立健全培训企业家信息档案,加强对企业生产经营情况的跟踪了解,提供多方面助企惠企服务,推动中小企业高质量发展。
