Summary

(1)　 The Guangxi Zhuang Autonomous Region Government has issued the 2025 Legislation Work Plan, which has been reviewed and approved by the 87th meeting of the Standing Committee of the 14th Guangxi Zhuang Autonomous Region People's Government and the Guangxi Zhuang Autonomous Region Party Committee's Comprehensive Law-Based Governance Committee. The plan is to be implemented by all municipal and county governments, as well as departments and institutions directly under the autonomous region government.

(2)　 The overall requirements for the 2025 legislation work are to adhere to Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, implement the spirit of the 20th National Congress of the Communist Party of China and the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China, and deepen the implementation of Xi Jinping's thoughts on the rule of law and his important requirements for Guangxi's work. The focus will be on "one region, two ports, one garden, and one channel" construction, strengthening legislation in key and emerging fields, and emphasizing "small, fast, and agile" legislation. The plan aims to ensure that legislation serves as a fundamental, stable, and long-term guarantee for the development of Guangxi, providing a solid legal foundation for writing a new chapter in China's modernization.

(3)　 To achieve this goal, the plan identifies several key areas to focus on, including:

Food security, with the draft of the Guangxi Zhuang Autonomous Region Food Security Protection Regulations and the revision of the Draft of the Guangxi Zhuang Autonomous Region Recruitment Regulations. 2. Economic development, with the draft of the Guangxi Zhuang Autonomous Region High-Quality Development Promotion Regulations and the revision of the Draft of the Guangxi Zhuang Autonomous Region Development Zone Regulations. 3. Government construction, with the revision of the Draft of the Guangxi Zhuang Autonomous Region Non-Tax Revenue Management Regulations and the revision of the Draft of the Guangxi Zhuang Autonomous Region Loss Price Management Regulations. 4. Social welfare, with the draft of the Guangxi Zhuang Autonomous Region Social Security Card Resident Service One-Card Pass Regulations and the revision of the Draft of the Guangxi Zhuang Autonomous Region Meteorological Disaster Prevention and Control Regulations. 5. Environmental protection, with the draft of the Guangxi Zhuang Autonomous Region Coastal Area Protection and Utilization Management Regulations and the revision of the Draft of the Guangxi Zhuang Autonomous Region Ocean Environmental Protection Regulations.

(5)　 The plan also emphasizes the importance of improving and perfecting the legislation work, including:

(6)　 1. Strengthening the leadership of the Communist Party of China over legislation work. 2. Implementing the spirit of Xi Jinping's thoughts on the rule of law and his important requirements for Guangxi's work. 3. Improving the quality of legislation, with a focus on scientific, democratic, and law-based legislation. 4. Strengthening the coordination and supervision of legislation work, and ensuring that legislation is in line with the Constitution and relevant laws.

(7)　 To implement the plan, the Guangxi Zhuang Autonomous Region Government has assigned specific tasks to various departments and institutions, including:

(8)　 1. The Guangxi Zhuang Autonomous Region Development and Reform Commission to draft the Guangxi Zhuang Autonomous Region Food Security Protection Regulations. 2. The Guangxi Zhuang Autonomous Region People's Government Recruitment Office to revise the Draft of the Guangxi Zhuang Autonomous Region Recruitment Regulations. 3. The Guangxi Zhuang Autonomous Region People's Government to draft the Guangxi Zhuang Autonomous Region Social Security Card Resident Service One-Card Pass Regulations. 4. The Guangxi Zhuang Autonomous Region Meteorological Bureau to revise the Draft of the Guangxi Zhuang Autonomous Region Meteorological Disaster Prevention and Control Regulations. 5. The Guangxi Zhuang Autonomous Region Red Cross Society to revise the Draft of the Guangxi Zhuang Autonomous Region Implementation of the People's Republic of China Red Cross Society Law Regulations.

(9)　 The plan also includes 16 preparatory projects, including the draft of the Guangxi Zhuang Autonomous Region Construction of the Demonstration Zone for Strengthening the Sense of Chinese Nationhood, the Guangxi Zhuang Autonomous Region High-Quality Development Promotion Regulations, and the Guangxi Zhuang Autonomous Region Management of the China-ASEAN Expo Regulations.

(10)　 In addition, the plan includes other legislation projects that will be completed based on the needs of deepening reform and economic and social development, as well as the revision or abolition of relevant government regulations in accordance with the requirements of the Constitution and relevant laws.

(7)　 自治区人民政府2025年立法工作的总体要求是：坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届二中、三中全会精神，深入贯彻落实习近平法治思想和习近平总书记关于广西工作论述的重要要求，以铸牢中华民族共同体意识为主线，聚焦“一区两地一园一通道”建设，加强重点领域、新兴领域立法，注重“小快灵”、“小切口”立法，坚持慎重立法、高质量立法，发挥好法治固根本、稳预期、利长远的保障作用，为奋力谱写中国式现代化广西篇章提供坚实法治保障。

(8)　 一、突出立法重点，更好服务保障中心大局

(9)　 全面贯彻落实党中央、国务院重大决策部署和自治区党委部署要求，紧扣中心工作，坚持突出重点、急用先行、统筹兼顾，科学合理安排年度立法项目。

(10)　 围绕维护国家安全、建设铸牢中华民族共同体意识示范区，提请自治区人大常委会审议粮食安全保障条例草案、征兵工作条例修订草案，预备制定铸牢中华民族共同体意识示范区建设条例。

(11)　 围绕推动高质量发展、打造国内国际双循环市场经营便利地、建设沿边临港产业园区和高水平共建西部陆海新通道，预备制定制造业高质量发展促进条例、服务办好中国—东盟博览会条例、百色重点开发开放试验区条例、治理货物运输车辆超限超载条例，预备修订开发区条例、专利条例。

(12)　 围绕加强政府自身建设，预备修订政府非税收入管理条例、赃物估价管理条例、实施《中华人民共和国突发事件应对法》办法。

(13)　 围绕增进民生福祉、促进社会事业发展，提请自治区人大常委会审议社会保障卡居民服务一卡通条例草案、气象灾害防御条例修订草案、实施《中华人民共和国红十字会法》办法修订草案，预备制定环北部湾水资源配置条例，预备修订实施《中华人民共和国工会法》办法。

(14)　 围绕推动绿色发展，预备制定海岸带保护与利用管理条例、林业有害生物防治规定，预备修订海洋环境保护条例、湿地保护条例。

(15)　 围绕维护法治统一和优化营商环境，做好政府规章清理工作，适时修改或者废止部分政府规章。

(16)　 二、加强和改进立法工作，持续提升立法质效

(17)　 坚持党对立法工作的全面领导。坚持用习近平新时代中国特色社会主义思想特别是习近平法治思想统领立法工作，充分发挥党总揽全局、协调各方的领导核心作用，把党的领导落实到立法工作全过程各环节，确保正确政治方向。严格落实请示报告制度，对于涉及重大体制、重大政策调整问题，以及立法工作中的重大事项、重要情况，及时按程序向自治区党委请示报告。

(18)　 深入推进科学立法、民主立法、依法立法。坚持科学立法，把改革发展决策同立法决策更好结合起来，尊重经济社会发展客观规律，增强法规规章的针对性和适用性。坚持民主立法，加强和改进立法调研工作，扩大社会公众参与立法的覆盖面，更好发挥基层立法联系点作用。对与企业生产经营密切相关的立法项目，充分听取有关企业和行业协会商会意见。坚持依法立法，把宪法的规定、原则和精神体现到各项法规规章中，确保立法符合宪法精神和上位法规定。严格遵守立法权限和程序，避免越权立法、重复立法、盲目立法。

(19)　 三、压紧压实责任，抓好立法工作计划执行

(20)　 各地各相关单位要牢固树立“实干为要、创新为魂，用业绩说话、让人民评价”的鲜明导向，严格执行立法工作计划，因需、应时、统筹、有序开展立法工作，以高质量立法护航高质量发展。

(21)　 各起草单位要认真履行起草工作职责，严格按照《中华人民共和国立法法》、《广西壮族自治区立法条例》等要求，扎实做好调研论证、意见征集、风险评估等工作，高标准高质量完成立法项目起草任务。要为审查、审议等工作预留合理时间，在本计划下达后10日内报送立法工作方案，提前报送当年完成项目送审稿、调研报告、立法风险评估报告等材料，在2025年10月31日前报送预备项目初稿、调研报告等相关材料并配合做好评审工作，上述材料直送自治区司法厅。在报送当年完成项目送审稿前，应与有关部门充分协商，涉及部门职责、财政经费的，应当征得机构编制、财政等部门同意，力求达成一致意见，防止产生重大分歧，防范立法风险。因故不能按期完成立法项目的，应及时与自治区司法厅沟通，并向自治区人民政府作出说明。

(22)　 自治区司法厅要认真履行立法审查职责，加强对立法项目的审核把关，强化统筹协调，全力推进立法工作计划落实。要及时跟进、提前介入时间紧、难度大的重大立法项目，确保按时提请自治区人民政府常务会议审议。

(23)　 实施单位要加强政府规章立法后评估，及时对实施满3年的政府规章进行评估，形成评估报告，提出修改废止建议。
