(5)  为加快推动贵阳国际陆港高质量发展,助推我省打造内陆开放型经济新高地,经省人民政府同意,提出以下意见。

(7)  突出贵阳国际陆港在全省外向型经济和“强省会”行动中的引领作用,积极参与西部陆海新通道建设,主动融入粤港澳大湾区、长三角一体化、成渝地区双城经济圈、长江经济带等国家战略,沿着“一带一路”走出去,对接《区域全面经济伙伴关系协定》(RCEP),将贵阳国际陆港打造为贵州省内陆开放型经济新高地的“门户”,形成面向东盟、中亚、欧洲的国际贸易中转集拼地和西南重要国际物流枢纽。2025年,黔粤班列、陆海新通道班列、中欧(中亚)班列、中老(中越)班列等年集装箱吞吐量达5万标准箱(TEU)。到2035年,深入参与国内国际产业链、供应链、价值链分工,年集装箱吞吐量突破10万TEU。

(13)  支持贵阳国际陆港申报国家多式联运示范工程,纳入国家综合货运枢纽补链强链示范项目。支持建设智慧陆港信息化平台、集装箱管理中心等。探索实行海关延伸监管,支持申建铁路临时开放口岸,并与航空口岸联动发展,推进智慧口岸建设。支持贵阳综合保税区申报海关指定监管场地(优先申报粮食、水果、肉类等品类),进一步优化综合保税功能。

(15)  支持贵阳国际陆港与广州港、深圳港、北部湾港、湛江港、洋浦港等沿海港口共建“组合港”,推行铁海联运“一港通”快速通关模式。支持建立“一港多区”运营协作机制,推动轮胎、汽车、电视等规模性外贸货源在贵阳国际陆港集货上量。拓展铁海联运“一港通”范围,完善外贸综合服务能力,提升通关便利化水平。

(17)  依法合规用好“保、免、退”等税收政策,聚焦国际中转、配送、采购、转口贸易、出口加工、跨境电商等业态,招引临港加工制造企业、商贸服务企业、现代物流企业,培育一批先进制造业和现代服务业融合发展试点企业。鼓励零担、快递、冷链、医药等领域企业向贵阳国际陆港集聚,对入驻企业依法依规给予政策支持。推动东盟国家在贵阳综合保税区设立海外仓并开展加工贸易。强化贵阳国际陆港与跨境电商运营大平台合作,培育供应链核心企业。强化产业支撑,推动区、港、产、城融合发展。

(19)  将贵阳国际陆港基础设施建设项目纳入省铁路建设重点项目清单,积极支持贵阳国际陆港符合条件的项目发行地方政府新增专项债券,并争取中央相关专项资金支持。每年依法合规对在贵阳国际陆港到发班列的各类主体给予补贴,省、贵阳市按照7∶3分摊比例分别纳入同级财政预算、次年结算;另行制定管理办法明确补贴范围、标准等,按照规定进行核算。贵阳综合保税区全额补贴贵阳国际陆港国际贸易货物短驳、装卸等费用。协调国铁集团给予贵阳国际陆港最大铁路运价下浮支持。

(21)  支持社会资本通过股权合作、购买服务等方式,参与贵阳国际陆港投资建设运营。支持贵州省新型城镇化基金等相关产业投资基金和贵阳市级政府投资基金,通过“政府引导+市场化专业化运作”的模式,参与贵阳国际陆港投资建设运营和临港加工制造、国际贸易、国际物流等开放型产业发展。支持金融机构围绕贵阳国际陆港建设运营开展供应链金融、绿色金融等综合服务,加大进出口贸易金融支持力度。

(23)  将贵阳国际陆港规划建设纳入省、市、县三级国土空间规划和重点建设项目清单,将新增建设用地计划和耕地占补平衡指标纳入省级统筹。完善贵阳国际陆港周边交通网络,加快规划建设贵阳国际陆港衔接贵阳绕城高速公路的货运专用匝道、县道121改扩建二期、云保路等项目。贵阳市负责配套市政综合管网、用电用能、医疗、教育等,并与贵阳国际陆港相关建设同步规划实施。对贵阳国际陆港引进的高层次人才,按照贵阳贵安现行人才政策给予支持。
