Summary

(1)　 The Inner Mongolia Civil Aviation Airport Construction Investment Group Co., Ltd. received approval for the Water Conservation Plan for the General Airport Project in Korla Right Middle Banner on December 25, 2024. The plan involves constructing an airport in the Korla Right Middle Banner of the Xing'an League in Inner Mongolia, with a total land area of 27.92 hectares and a total investment of 65.8 million yuan. The project aims to be completed within 6 months, starting in April 2025 and finishing in September 2025.

(2)　 The water conservation plan has been approved, with the following conditions:

(3)　 1. The water conservation area is 27.92 hectares, and the water conservation measures will be implemented in accordance with the standards for the Northeast Black Soil Region. 2. The water conservation targets are: water loss control rate of 97%, soil loss control ratio of 1.0, mud protection rate of 97%, topsoil protection rate of 98%, forest and grass restoration rate of 97%, and forest and grass coverage rate of 27%. 3. The water conservation division and division measures are approved. 4. The water conservation compensation fee of 47.464 yuan has been approved.

(4)　 To ensure the successful implementation of the water conservation plan, the following requirements must be met:

(5)　 1. The production and construction unit must strictly implement the approved water conservation plan, including the initial design and subsequent design. 2. The unit must strictly implement the water conservation measures, including restricting construction activities within the designated area, preventing damage to vegetation, and controlling water loss. 3. The unit must conduct regular monitoring and submit quarterly and annual reports to the authorities. 4. The unit must implement water conservation inspection and ensure the quality and progress of the water conservation project. 5. The unit must pay the water conservation compensation fee in a timely manner.

(6)　 If any changes are made to the project location, scale, or water conservation measures, a revised water conservation plan must be submitted to the authorities for approval. The unit is responsible for conducting self-inspection of the water conservation facilities before the project is put into use. The self-inspection report must be submitted to the authorities within 3 months of the inspection. If the inspection is not passed, the project cannot be put into use.

(7)　 This permit is valid for 3 years from the date of approval. If the project has not started construction within the permit period, the unit must apply for a re-audit within 30 working days of the permit expiration date. If the project is not re-audited, the permit will automatically expire.

(2)　 我厅于2024年12月25日受理你公司提出的科尔沁右翼中旗通用机场项目水土保持方案报告书审批申请。经审查，该申请符合法定条件，根据《中华人民共和国行政许可法》第三十八条第一款、《水行政许可实施办法》第三十二条第一项，决定准予行政许可。

(3)　 科尔沁右翼中旗通用机场项目位于内蒙古自治区兴安盟科尔沁右翼中旗境内。工程总征占地面积27.92公顷，动用土石方总量55.46万立方米，工程总投资6580.59万元。工程计划于2025年4月开工，2025年9月完工，总工期6个月。

(4)　 一、水土保持方案总体意见

(5)　 （一）基本同意建设期水土流失防治责任范围为27.92公顷。

(6)　 （二）同意水土流失防治执行东北黑土区一级防治标准。

(7)　 （三）基本同意水土流失防治目标为：水土流失治理度为97%，土壤流失控制比1.0，渣土防护率97%，表土保护率98%，林草植被恢复率97%，林草覆盖率27%。

(8)　 （四）基本同意水土流失防治分区及分区防治措施安排。

(9)　 （五）基本同意建设期水土保持补偿费47.464万元。

(10)　 二、生产建设单位应全面落实《中华人民共和国水土保持法》的各项要求，并重点做好以下工作:

(11)　 （一）按照批准的水土保持方案，做好水土保持初步设计等后续设计，加强施工组织管理工作，切实落实“三同时”制度。

(12)　 （二）严格按方案要求落实各项水土保持措施。各类施工活动严格限制在用地范围内，严禁随意占压、扰动和破坏地表植被，做好表土的剥离、保存和利用。根据方案要求合理安排施工时序和水土保持措施实施进度，严格控制施工期间可能造成的水土流失。

(13)　 （三）切实做好水土保持监测工作，加强水土流失动态监控，并按规定向我厅及兴安盟水利局提交监测季度报告及总结报告。

(14)　 （四）落实并做好水土保持监理工作，确保水土保持工程建设质量和进度。

(15)　 （五）依法依规足额缴纳水土保持补偿费。

(16)　 三、本项目的地点、规模如发生重大变化，或者水土保持方案实施过程中水土保持措施发生重大变更，应补充或者修改水土保持方案，报我厅审批；在水土保持方案确定的弃渣场以外新设弃渣场的，或者因弃渣量增加导致弃渣场等级提高的，生产建设单位应当开展弃渣减量化、资源化论证，并在弃渣前编制水土保持方案补充报告，报我厅审批。

(17)　 四、你单位是该项目水土保持设施验收的责任主体，本项目投入使用前，应通过水土保持设施自主验收。自主验收应当根据水土保持法律法规、标准规范、水土保持方案及本审批决定、水土保持后续设计等进行，严格执行水土保持设施验收标准和条件。水土保持设施自主验收合格后，及时在其官方网站或者其他公众知悉的网站公示水土保持设施验收材料，公示时间不得少于20个工作日；水土保持设施自主验收通过后3个月内向我厅报备水土保持设施验收材料；水土保持设施未经验收或验收不合格的，不得投产使用。

(18)　 五、本许可文件自批准之日起有效期限3年。在许可文件有效期内未开工建设的，生产建设单位应在许可文件有效期届满的30个工作日之前向我厅申请重新审核。项目在许可文件有效期内未开工建设也未申请重新审核的，或虽提出重新审核申请但未获批准的，本许可文件自动失效。
