Summary

(1)　 The State Emergency Management Department issued a decision (2025) No. 31 on awarding rewards to 29 individuals, including Li Bo, and 4 collective units, including the B-722W crew of China General Aviation Co. Ltd. The decision was made in recognition of their outstanding contributions to earthquake relief efforts in Tibet's Dinggyê County on January 7, 2025. A 6.8-magnitude earthquake caused widespread destruction and significant loss of life in the region. In response, the State Council's earthquake relief headquarters and the State Emergency Management Department mobilized a range of rescue teams, including the National Comprehensive Rescue Team, the National Safety Production Emergency Rescue Team, the Central Enterprise Engineering Rescue Team, local enterprise rescue teams, aerial rescue forces, and social rescue forces. The teams worked tirelessly to minimize casualties and property damage in the disaster zone, showcasing numerous heroic acts and advanced models of behavior.

(2)　 Despite harsh conditions, including high altitudes, low oxygen levels, and frequent aftershocks, the rescue teams demonstrated exemplary leadership and dedication, coordinating rescue efforts and making precise decisions. They worked day and night to search for trapped survivors, repair infrastructure, and provide medical care to the injured. The teams also prioritized the welfare of affected communities, providing emergency supplies, constructing temporary shelters, and ensuring the safe and warm accommodation of displaced people. In addition, they conducted on-site inspections, identified potential secondary disaster risks, and assessed the extent of damage to buildings and infrastructure. Their efforts enabled the swift recovery of the disaster zone and the restoration of normal production and living conditions.

(3)　 To promote the spirit of earthquake relief and boost morale, the State Emergency Management Department decided to award Li Bo and 29 other individuals, as well as 4 collective units, including the B-722W crew of China General Aviation Co. Ltd., according to the Provisions on Temporary Rewards for the Emergency Management System. The department hopes that the awardees will cherish their honor, strive for excellence, and continue to make new contributions to ensuring the safety and security of the people.

(6)　 2025年1月7日，西藏日喀则市定日县发生6.8级地震，导致大量房屋倒塌，造成重大人员伤亡。国务院抗震救灾指挥部办公室、应急管理部坚决贯彻落实习近平总书记重要指示精神和党中央、国务院决策部署，统一调派指挥国家综合性消防救援队伍、国家安全生产应急救援队伍、中央企业工程救援队伍、地方企业救援队伍、航空救援力量和社会救援力量等赴灾区开展抗震救灾，并协调各地紧急支援，向灾区运送救灾物资。有关队伍和救援人员闻令而动、向险而行，英勇拼搏、夙夜奋战，最大限度地减少了受灾地区的人员伤亡和财产损失，涌现出许多感人事迹和一批先进典型。

(7)　 在抗震救灾紧要关头，他们克服高寒缺氧、余震频发等不利因素，冲锋在前、勇挑重担，在海拔4300多米的高原地区连续奋战，发挥了模范带头作用。他们挺膺担当、率先垂范，指挥协调有力、研判决策精准、组织处置有效，统筹各方抢险救援力量形成合力；他们不畏艰险，坚守抗震救灾一线，争分夺秒搜救被困群众，昼夜奋战抢修基础设施，最大限度减少了人员伤亡和财产损失；他们心系受灾群众安危冷暖，救死扶伤、扶危济困，全力救治受伤人员，紧急调拨救灾物资，跨省区运送、搭建防寒活动板房，用心用情做好受灾群众安置，确保灾区群众安全温暖过冬；他们深入灾区一线实地踏勘，严密排查次生灾害风险隐患，加紧评估受损房屋，科学核查评估灾害损失，积极推进灾后恢复重建，有力帮助灾区快速恢复正常生产生活秩序，赢得社会各界广泛赞誉。

(8)　 为弘扬抗震救灾精神，奖励先进、鼓舞士气，根据《应急管理系统奖励暂行规定》，应急管理部决定，对在抗震救灾中作出突出贡献的李波等29名同志和中国通用航空有限责任公司B-722W机组等4个集体给予奖励。希望受到奖励的个人和集体珍惜荣誉，奋发进取、苦练本领、勇立新功，为维护人民群众生命财产安全作出新的更大贡献。
