Summary

(1)　 The Shanghai Municipal Government has issued the "Shanghai Sewerage Management System Reform Plan" (Notification No. 24 of 2025, Shanghai Municipal Government). The plan aims to implement the spirit of the Central Committee of the Communist Party of China on the comprehensive deepening of reform and the promotion of China's modernization, and to address the bottlenecks in sewerage management, improve the efficiency and management level of public sewerage facilities, and accelerate the construction of a sewerage management system that meets the needs of large cities.

(2)　 The plan will be implemented in four stages. Firstly, from 2025 to 2026, the public sewerage facilities in six districts (Huangpu, Jing'an, Xuhui, Changning, Putuo, and Hongkou) will be transferred to Shanghai Investment Group for unified management. The group will be responsible for the operation and maintenance of the facilities, and the districts will be responsible for supervising and inspecting the facilities.

(3)　 Secondly, the plan aims to build a system of operation and management for the sewerage facilities. Shanghai Investment Group will establish a unified management system, including a unified operation and maintenance standard, a unified technical standard, and a unified dispatching system. The group will also establish a performance evaluation system and a reward and punishment mechanism to encourage innovation and improve efficiency.

(4)　 Thirdly, the plan aims to strengthen cost and performance management. The districts will be responsible for providing the daily operation and maintenance funds for the sewerage facilities, and the city's water department will be responsible for evaluating the performance of Shanghai Investment Group. The city's water department will also establish a unified accounting mechanism for the operation and maintenance funds.

(5)　 Fourthly, the plan aims to introduce supporting policies for the reform. The city's water department will work with other departments to establish a mechanism for the construction and operation of the sewerage facilities, and to provide funding for the construction of new sewerage facilities.

(6)　 The plan assigns specific responsibilities to different departments. The city's water department will be responsible for coordinating the reform, establishing a unified operation and maintenance standard, and evaluating the performance of Shanghai Investment Group. The districts will be responsible for supervising and inspecting the facilities, and providing daily operation and maintenance funds. Shanghai Investment Group will be responsible for the operation and maintenance of the facilities, and for providing services to the public.

(7)　 The plan aims to ensure the smooth and orderly implementation of the reform, and to address any problems that may arise during the process. The city's water department will be responsible for monitoring and guiding the reform, and the districts will be responsible for supervising and inspecting the facilities.

(8)　 为贯彻落实《中共上海市委关于贯彻落实党的二十届三中全会精神进一步全面深化改革、在推进中国式现代化中充分发挥龙头带动和示范引领作用的决定》有关要求，系统治理排水瓶颈问题，提升公共排水设施一体化运行效能和管理水平，加快建成与超大城市发展相适应的城镇排水管理体系，制定本方案。

(10)　 在现阶段规划建设分工不变、设施资产权属不变、政府监管职责不变、属地防汛责任不变、日常运维资金渠道不变的基础上，到2026年底，将黄浦区、静安区、徐汇区、长宁区、普陀区、虹口区、杨浦区、宝山区、闵行区、浦东新区北部区域和嘉定区真新街道、江桥镇部分区域内雨污水公共排水设施，交由上海城投集团实施市属污水处理片区（石洞口、竹园、白龙港三大片区）厂站网一体化运维管理，发挥规模效应，推动降本增效，实现统一运维管理、统一技术标准、统一运行调度、统一服务质量、统一核算机制，达到预期目标。

(13)　 （一）推进平稳有序移交。

(14)　 相关区政府将辖区内公共排水设施交由上海城投集团统一运维管理；上海城投集团开展内部组织架构调整，接收相关区国有养护企业在册排水运维管理和作业人员。相关区政府负责做好社会稳定工作，市国资委做好行业指导。2025—2026年为改革过渡期，过渡期内上海城投集团延续在有效期内的运维合同至期满，并执行统一的经费投入标准和服务质量；雨污混接普查和整治、排水管道结构性病害修复、雨水系统提标改造、“消除积水”行动等既定专项任务仍由原责任单位实施推进。2025年6月，相关区政府完成本区排水管理体制改革实施方案制定；上海城投集团完成内部组织架构调整，建立“一区一工作小组”，参与相关区运维管理业务。2025年10月，启动运维管理移交接管；2025年12月，完成移交接管工作。

(15)　 （二）构建系统运营体系。

(16)　 2025年6月，上海城投集团形成三大片区公共排水设施一体化运维管理方案；2025年12月，完成公共排水设施专业运维队伍和专业抢险队伍组建；2026年底，完成三大片区排水感知体系及模拟评估系统建设，全面实现公共排水设施一体化运维管理。上海城投集团根据市、区两级防汛指挥部署，落实公共排水设施防汛责任。

(17)　 （三）强化成本绩效管理。

(18)　 相关区政府负责落实三大片区内移交的公共排水设施日常运维经费和大中修经费，纳入区级财政预算。2025年底，市水务局会同市财政局、相关区政府在开展成本预算绩效分析的基础上，结合现行定额标准、现状投入水平和改革预期目标，研究形成统一的公共排水设施日常运维经费标准，报市政府批准后执行，同步建立结算协调机制；市水务局牵头制定一体化运维管理绩效考核办法，并建立激励机制，鼓励技术创新，提升运维效率。2026年起，市、区水务部门联合对上海城投集团开展一体化运维管理绩效考核，考核结果与运维资金拨付、市国资委对企业领导班子奖惩挂钩。2027年起，开展一体化运维管理成本预算绩效分析，进一步完善绩效考核办法，适时研究建立综合单价结算机制。

(19)　 （四）出台改革配套政策。

(20)　 2025年5月，市水务局会同市发展改革委、市财政局、上海城投集团落实排水感知体系及模拟评估系统建设运行机制和资金渠道。2025年6月，市住房城乡建设管理委会同市发展改革委、市财政局、市水务局整合形成覆盖三大片区公共排水设施更新改造、应急抢修项目近远期建设机制和资金渠道。2026年起，开展厂站网一体化建设体系和新建排水设施建设投资政策研究。

(23)　 负责排水管理体制改革的总体协调推进，制定运维移交协议标准模板；负责统一公共排水设施运维服务标准，研究制定日常运维经费标准；负责制定并实施一体化运维管理绩效考核办法；负责协同市财政局建立公共排水设施运维资金统一核算机制；负责对上海城投集团三大片区公共排水设施运维管理情况进行监管和指导。其他排水行业监督管理职责不变。

(25)　 负责制定区级排水管理体制改革实施方案；负责辖区内移交排水设施运维的监督检查和绩效考核；负责对辖区内上海城投集团运维管理情况进行监管和指导；负责按照统一标准落实移交排水设施日常运维资金，并纳入区级财政预算；负责做好改革过程中社会稳定工作；配合市水务局、市财政局落实公共排水设施运维资金统一核算机制。辖区内其他排水行业监督管理职责不变。

(27)　 负责三大片区公共排水设施运维管理，包括日常运行调度、巡查养护、设施大中修、更新改造、应急抢修等，以及市政府明确的其他专项治理工作；负责三大片区防汛排水抢险、重大活动排水保障工作；负责接管相关区新建公共排水设施，并加强排水设施信息的动态更新管理；负责排水设施一体化运行调度信息系统的建设和维护；负责涉及移交排水设施的热线、网格化、信访等事件的处置；负责做好排水应急保障服务；参与排水规划编制；参与相关区新建公共排水设施的前期研究和竣工验收；配合排水接入现场踏勘、接入方案技术指导、接入项目验收等，并配合对三大片区内排水户雨污水管接驳情况、排水及水质情况进行管控；配合相关区雨污混接整治、管道结构性病害修复等排水专项任务；配合开展排水行政许可、行政执法；配合相关区政府做好改革过程中的稳定工作。

(28)　 各有关单位要高度重视排水管理体制改革工作，健全工作机制，加强统筹谋划、协调推进、指导督促，推动改革各项任务落地。要加强改革推进过程中的跟踪评估，及时沟通、科学应对、妥善解决工作中遇到的问题，确保改革平稳有序。同步研究石洞口、竹园、白龙港三大片区厂站网一体化建设体系改革方案，择机深化改革。
