Summary

(1)　 The Beijing Municipal Commission of Commerce has issued a notice (No. 6, 2025) to relevant enterprises regarding the implementation of the 2024 Support Policy for Wholesale and Retail, and Catering Enterprises. According to the notice, the policy support projects will be submitted online through the "Capital Window Policy Implementation Area" from March 31 to April 11. The online submission will enhance the convenience of policy submission.

(2)　 The support conditions and standards for the policy are as follows:

(3)　 For wholesale enterprises, a reward will be given to those with annual main business income exceeding 20 million yuan and a sales growth rate higher than the average growth rate of the city's wholesale and retail sales in 2024. The reward will be up to 4,000 yuan for every 1 billion yuan increase in sales. If the sales growth rate in the first quarter and the whole year is higher than the average growth rate of the city, the support will be 1.2 times the standard. The maximum support for a single enterprise is 10 million yuan. Enterprises under the same group with the same main business will be combined to calculate the sales growth rate and the increment, and the support amount will be determined accordingly.

(4)　 For retail enterprises, a reward will be given to those with annual main business income exceeding 5 million yuan and a sales growth rate higher than the average growth rate of the city's retail sales in 2024. The reward will be up to 20,000 yuan for every 50 million yuan increase in sales. If the sales growth rate in the first quarter and the whole year is higher than the average growth rate of the city, the support will be 1.2 times the standard. The maximum support for a single enterprise is 5 million yuan. Enterprises under the same group with the same main business will be combined to calculate the sales growth rate and the increment, and the support amount will be determined accordingly.

(5)　 For catering enterprises, a reward will be given to those with annual main business income exceeding 2 million yuan and a sales growth rate higher than the average growth rate of the city's catering sales in 2024. The reward will be up to 8,000 yuan for every 20 million yuan increase in sales. If the sales growth rate in the first quarter and the whole year is higher than the average growth rate of the city, the support will be 1.2 times the standard. The maximum support for a single enterprise is 2 million yuan. Enterprises under the same group with the same main business will be combined to calculate the sales growth rate and the increment, and the support amount will be determined accordingly.

(6)　 Newly established enterprises in Beijing that meet the conditions for annual main business income can submit their reports on a monthly basis for the period that meets the submission requirements.

(5)　 为提升政策申报便利性，《通知》实施全程数字化申报管理，符合支持条件的申报企业，应在3月31日至4月11日期间登录“首都之窗政策兑现专区”上传申报材料，并可线上了解审核进程和结果。

(7)　 （一）批发业企业

(8)　 对年度主营业务收入达到2000万元及以上，且2024年全年销售额增速高于全市批发和零售销售额平均增速的批发企业给予奖励。2024年全年批发额每增长1亿元最高奖励4万元；一季度及全年销售额增速同时高于全市平均增速的，按照1.2倍标准予以支持；单个企业支持上限1000万元。

(9)　 同一集团公司下属的同类主营业务企业，合并计算销售额增速及批发额增量，核定支持金额。

(11)　 对年度主营业务收入达到500万元及以上，且2024年全年零售额增速高于全市社零总额平均增速的零售企业给予奖励。2024年全年零售额每增长5000万元最高奖励20万元；一季度及全年零售额增速同时高于全市平均增速的，按照1.2倍标准予以支持；单个企业支持上限500万元。

(12)　 同一集团公司下属的同类主营业务企业，合并计算零售额增速及增量，核定支持金额。

(13)　 （三）餐饮企业

(14)　 对年度主营业务收入达到200万元及以上，且2024年全年餐饮营业额增速高于全市餐饮营业额平均增速的餐饮企业给予奖励。2024年全年餐饮营业额每增长2000万元最高奖励8万元；一季度及全年餐饮营业额增速同时高于全市平均增速的，按照1.2倍标准予以支持；单个企业支持上限200万元。

(16)　 在京注册不满一年，且满足年度主营业务收入条件的，可按照当年符合申报要求的月度区间提报。
