Summary

(1)　 The Anhui Province Major Forest Pests Emergency Response Plan has been revised and promulgated by the Provincial Government. The plan aims to establish a comprehensive emergency response system for major forest pests, enhance emergency response capabilities, control the spread of forest pests, and minimize losses. The plan is based on the Forest Law, the Emergency Response Law, and other relevant laws and regulations.

(2)　 The plan establishes a provincial emergency response command center, which is responsible for coordinating and commanding emergency response efforts. The center is composed of members from various departments, including the Provincial Forestry Department, the Provincial Development and Reform Commission, and the Provincial Public Security Bureau.

(3)　 The plan also establishes a network of monitoring stations and a grid-based management system to monitor and predict forest pest outbreaks. The plan requires that county-level and above government agencies establish emergency response command centers, which are responsible for coordinating and commanding emergency response efforts at the local level.

(4)　 The plan requires that the Provincial Forestry Department and other relevant departments conduct regular monitoring and reporting of forest pest outbreaks, and that the Provincial Government and other relevant government agencies take emergency response measures as needed.

(5)　 The plan also establishes a system for reporting and responding to forest pest outbreaks, which includes a four-level emergency response system (Level I, Level II, Level III, and Level IV). The plan requires that the Provincial Government and other relevant government agencies take emergency response measures as needed, including mobilizing emergency response teams, providing financial and material support, and implementing control measures.

(62)　 省人民政府设立重大林业有害生物应急防治指挥部。省人民政府分管副省长（副总林长）任指挥长，省人民政府分管副秘书长、省林业厅主要负责同志任副指挥长。指挥部成员单位由省委宣传部、省林业厅、省发展改革委、省科技厅、省公安厅、省财政厅、省交通运输厅、省农委、省水利厅、省新闻出版广电局、合肥海关（安徽出入境检验检疫局）等组成。

(93)　 2.4 市、县（市、区）应急指挥机构

(94)　 各市、县（市、区）人民政府成立相应的应急防治指挥机构，由市、县（市、区）人民政府主要负责人（总林长）或分管负责人担任指挥长。在重大林业有害生物防治工作中，林长应当落实林业有害生物防治责任，协调解决应急防治中的经费保障、物资采购等重大事项。

(96)　 省指挥部成立以林业有害生物防治专家为基础、有关部门和高等院校、科研机构的管理和技术专家构成的专家组，根据工作需要，适时调整专家组成员。

(97)　 专家组负责对重大林业有害生物灾情进行评估和分析，提供应急防治方案技术支持，开展相关科学研究，指导灾情处置等工作。

(99)　 各级人民政府及其林业行政主管部门要通过政策引导、部门组织、市场机制运用等途径，扶持和发展多形式、多层次、跨行业的社会化防治组织。鼓励林区农民建立防治互助联合体，支持开展专业化统防统治和区域化防治，引导实施无公害防治。

(100)　 加强社会化防治组织及从业人员的管理与培训，完善防治作业设计、防治质量与成效的评定方法与标准。支持防治行业协会、中介机构发展，充分发挥其技术咨询、信息服务、行业自律作用。

(101)　 3 预防控制

(102)　 3.1 重点预防区

(103)　 根据重大林业有害生物发生、危害特点以及生态保护需要，全省划定一般预防区和重点预防区。世界自然（文化）遗产保护区和国家级的自然保护区、风景名胜区、森林公园、湿地公园等需要特别保护的区域，由县级以上人民政府划定、公布为林业有害生物重点预防区。重点预防区有关部门和单位应制定预防方案和应急预案，采取严格保护措施，预防灾情发生。重点预防区以外区域为一般预防区，一般预防区要加强日常监测预报工作，准确掌握发生动态，及时开展防治。

(104)　 3.2 监测网格化管理

(105)　 建立和完善全省监测预警体系，科学布局监测站点，充分发挥国家级、省级林业有害生物中心测报点和基层林业站的监测作用。划定监测责任区，落实监测人员，明确监测对象，实行监测网格化管理。

(106)　 3.3 检疫监管

(107)　 县级以上人民政府林业行政主管部门所属的林业有害生物防治检疫机构要加强检疫监管工作，禁止森林植物生产者、经营者和利用者使用带有林业危险性有害生物的林木种子、苗木和其他繁殖材料进行育苗或者造林。

(108)　 林业检疫性有害生物发生区和疫区内的应检物品，无论是否经过检疫，禁止调往林业有害生物重点预防区和其他未发生疫情的寄主林区、风景名胜区和自然保护区。各级林业行政主管部门通过建立检疫追溯信息系统，对应检物品生产、运输、销售、使用全过程监管。

(110)　 对跨行政区域、危害严重的林业有害生物灾害，毗邻地区人民政府及其林业行政主管部门应当加强协作配合，建立应急联防联治机制，健全疫情监测、信息通报和定期会商制度，开展联合防治。

(111)　 毗邻地区共同的上一级人民政府及其林业行政主管部门应当加强对跨行政区域林业有害生物灾害应急联防联治的组织协调和指导监督，必要时实行统防统治。

(112)　 省人民政府根据实际需要，与相邻省建立林业有害生物应急联合防治协调机制，及时通报防治信息，定期会商应对措施，开展区域合作。

(113)　 3.5 绿色防治

(114)　 为保护生态环境，保证人畜安全，防止污染环境，应急防治措施、方法和技术应当符合国家相关技术规程；要减少化学农药使用量，优先采取生态控制、生物防治、物理防治等环境友好型措施，科学用药，有效控制林业有害生物。

(118)　 国有森林、林木由其经营管护单位组织开展林业有害生物情况调查；集体和个人所有的森林、林木由乡镇人民政府、街道办事处、风景名胜区管理机构等组织开展林业有害生物情况调查。

(121)　 省林业行政主管部门根据林业有害生物监测情况，综合分析其性质、扩散蔓延趋势及可能造成的后果，经专家会商，提出预警建议，由省指挥部办公室统一对社会发布。

(122)　 各级政府要按照规定及时向社会发布预警信息，其他任何单位和个人不得向社会发布林业有害生物预警信息。

(187)　 各级人民政府及其林业行政主管部门应当加强林业有害生物防治检疫机构和应急防治队伍建设，合理配备专业技术人员，强化业务培训，提高防治业务水平。支持社会化防治组织开展林业有害生物调查监测、灾害鉴定、风险评估、疫情治理及其监理等活动。

(189)　 县级以上人民政府根据各自辖区的林业有害生物的发生特点和应急需要，建立相应的应急物资储备库，储备药剂、药械、运输车辆及其它物资。建立完善财政常年稳定投入、特别年份追加投入的经费保障模式，确保储备物资满足应急处置需要。省级分区域建立5个储备库，每个储备库储备不少于200万元物资，每年根据需要补充或更新；每个市建立1个市级储备库，储备不少于100万元物资，每年根据需要补充或更新。

(190)　 应急除治药剂、药械采取实物储备和合同储备相结合的方式，实物定期更新，合同储备保证及时到位，确保除治工作顺利进行。
