(4)  为满足新时代人民群众对高品质生活的需求,进一步增强教育服务能力,切实帮助家长解决小学生中午接送难、午餐无法保障问题,经省政府同意,决定在全省城市主城区和县城公办非寄宿制小学(以下简称“城区小学”)实施“放心午餐”工程,现提出如下指导意见。

(7)  以习近平新时代中国特色社会主义思想为指导,全面贯彻党的十九大精神,坚持以人民为中心,按照省委、省政府安排部署,将促进学生健康发展和增加人民福祉作为开展城区小学午餐服务工作的出发点和落脚点,加强统筹规划,整合各方资源,形成政府主导、部门协同、学校主体、家长分担、社会参与的午餐服务管理新格局。

(9)  1.学生为本,健康第一。将促进学生身心健康作为推进午餐工作的首要原则和出发点,遵循学生身心发展规律,积极创造条件实施“放心午餐”工程,着力保障学生午餐放心安全、营养健康。

(10)  2.政府统筹,属地管理。坚持以县(市、区)为主,政府主导,教育行政部门牵头负责,市场监管、卫生健康等部门协同配合,社会企业多元参与,全面提升城区小学实施“放心午餐”工程的供给能力和保障水平。

(11)  3.因地制宜,自愿选择。各县(市、区)、各城区小学应根据县情、校情选择校内午餐模式,充分尊重家长的意愿需求,坚持家长自主选择,不得强制或统一要求。

(13)  城区小学“放心午餐”工程从2021年秋季学期开始实施,力争用3年时间,到2023年基本实现全省有需求的城区小学提供校内午餐全覆盖。

(16)  1.校内食堂供餐。各地以学校为主,加大新建和改扩建学生食堂(伙房)及餐厅力度,购置必要的食堂食品贮存、加工、制作、清洗消毒及视频监控等设施设备,打造“明厨亮灶”,实现“阳光操作”,按照健康、营养、经济、成本核算、非营利的原则,参照当地寄宿制学校食堂运行模式收取伙食费,为学生提供健康营养的放心午餐。

(17)  2.企业辅助配餐。暂不能实现食堂供餐的学校,由学校通过公开采购的方式选择具有合法资质的配餐企业,合理确定价格,以集中配餐的方式为学生提供符合食品安全标准的午餐。应优先选择通过HACCP或ISO22000体系认证的合规供餐单位。鼓励各级机关事务管理部门及所属单位发挥自身优势,积极参与。鼓励临近学校选择共同的供餐企业,就近建立热链配送,缩短配餐时间,保证餐饮质量。

(18)  (二)午休及午间活动服务

(19)  午餐后学校应积极创造条件为学生提供校内午休、午间活动等服务,优先满足学生午休需求。午休以在教室内为主,配备具有午休功能的可调节课桌椅、折叠床(椅),或使用经过改造具备消防安全条件的场所进行午休。午休应男、女生分开安排,由同性别的教师进行管理。同时,学校图书馆、阅览室、多功能室、体育馆等活动场所在午休时间向学生开放,合理安排午间活动,丰富学生午间生活。午休及午间活动场所应安装监控设施。午休及午间活动期间,学校要加强安全教育,强化安全监管,严防事故发生。

(21)  (一)强化经费支持。城区小学午餐午休及午间活动服务属于中小学生课后服务。午餐费用原则上由学生家长负担。教职工参与午餐(主要指企业配餐时的管理)午休及午间活动服务项目发放的劳务报酬由各地政府结合当地实际情况,可采取财政全额补贴、财政差额补贴与收取服务费相结合、收取服务费等多种方式筹措。具体由各市教育局、发展改革委、财政局认真核算,按照成本补偿和非营利性原则,提出财政补贴标准和午餐午休及午间活动服务收费标准意见,报市级人民政府审批。午餐午休及午间活动服务费由学校收取,收费时应使用税务机关监制的税务发票。学校应建立健全学校收费管理制度,严格执行教育收费公示制度。

(22)  (二)提供条件保障。新建学校要优先保障学生午餐午休及午间活动服务的场地及设施设备配置,并为将来发展留有空间。目前不能提供食堂供餐的学校,要结合学校场地情况进行食堂及餐厅新建、改扩建,提供食品贮存、加工及学生就餐等必要的场所设备,逐步满足食堂供餐、学生就餐需求。提供校内午餐的学校应按照食品安全管理等有关规定,配备必要的餐具清洗、消毒等设施,用餐前后全程做好餐具的清洁、消毒、回收、存放等各环节工作。供餐的学校和企业应坚持绿色环保理念,不得发放和使用一次性筷子、一次性饭盒等非再生利用的餐具。

(23)  (三)严格安全监管。各地要认真执行《中华人民共和国食品安全法》《学校食品安全与营养健康管理规定》等有关规定,严把食品安全关,严格落实供餐准入制度,积极协调有关部门为符合条件的学校食堂(伙房)办理《食品经营许可证》,加强对供餐企业的资质、供餐质量、食品安全、收费标准等的严格监管。学校要健全完善食品安全管理、大宗食品及原辅材料招标、食品安全风险评估、责任追究等制度,加大全过程的监管力度,做到源头可控、全程可溯、有据可查。要加强从业人员培训与管理,实现食堂操作规范化,坚决防止食品安全事件发生。

(24)  (四)推进智慧管理。全面推行学校食堂“明厨亮灶+互联网”建设,通过将视频信息接入学校或教育行政部门网页、APP以及第三方平台等方式,实现“明厨亮灶+互联网”。教育行政部门、学校负责人和食堂管理人员要积极借助“明厨亮灶+互联网”,随机抽查食堂食品安全状况,及时发现食堂食品安全问题,及时予以纠正。鼓励学生家长借助“明厨亮灶+互联网”,参与学校食堂的监督。

(25)  (五)创新管理模式。各地各校可将午餐午休及午间活动管理作为学生劳动教育的重要内容,积极探索各年级学生参与午餐午休及午间活动各个环节力所能及的服务和管理活动,推动小学高年级学生以值日生形式,参与午餐的分配和餐后的回收、清洁、整理以及午休及午间活动秩序维持等工作,提高学生自我管理和协作能力。

(26)  (六)科学营养供餐。各地各校要加强营养膳食指导,提高营养配餐能力。健全营养配餐制度,公开公示就餐食谱,推广科学配餐、合理营养等理念,引导学生科学营养就餐。要严格落实健康教育时间,结合不同年龄段学生特点,开展形式多样的营养健康教育活动,普及营养科学知识,引导学生养成健康饮食习惯。认真贯彻落实习近平总书记关于坚决制止餐饮浪费重要指示精神及《中华人民共和国反食品浪费法》《山西省预防和制止餐饮浪费规定》,树立“节约光荣、浪费可耻”意识,从思想上自觉养成节约光荣的好习惯,从行动上自觉养成摒弃浪费的好行为。

(27)  (七)做好应急处置。学校要按照《学校食品安全与营养健康管理规定》,建立食品安全应急管理和食品安全事件报告制度,制定食品安全事件处置方案。发生集中用餐食品安全事件或者疑似食品安全事件时,学校要立即采取有效措施予以救治和管控,并按照规定向有关部门报告。教育行政部门要在第一时间赶往现场协助相关部门进行调查处理,防止事态扩大,并逐级报告。

(29)  (一)加强组织领导。按照义务教育“以县为主”管理体制,城区小学“放心午餐”工程由省级统一部署、市级统筹安排、县级组织落实、学校具体实施。各地要把此项工作摆上重要议事日程,主要负责同志要亲自抓,加大统筹协调力度,研究解决重大问题,精心组织实施,确保“放心午餐”工程顺利实施。各级教育、发展改革、财政、人社、卫健、市场监管、税务、机关事务管理等部门密切配合,共同实施好“放心午餐”工程。城区小学要把“放心午餐”工程作为一项重要工作内容,实行校长负责制,切实承担起具体组织实施和相关管理责任。

(30)  (二)严格监督检查。各地要建立定期督导检查和责任追究制度,制定专门的监督检查办法,对“放心午餐”工程的实施进行全过程监督。各级政府教育督导部门要把午餐服务工作列入政府履行教育职责督导评价内容,纳入年度督导范围,定期开展督导检查。对政策落实不到位、食品安全管理不严格、资金使用管理不规范等问题,要及时督促整改。造成重大安全事件或不良社会影响的,要依法依规依纪追究相关单位和人员责任。

(31)  (三)做好宣传引导。各市、县(市、区)要高度重视城区小学“放心午餐”工程的宣传工作,充分利用各种媒体,采取多种形式,向全社会准确、深入宣传。要高度重视舆情分析,广泛听取社会各方面意见建议,及时改进工作。要认真总结、宣传推广典型经验,努力营造全社会共同支持、共同监督和共同推进的良好氛围。

(32)  各市要结合实际,制定城区小学“放心午餐”工程实施方案,认真组织实施,有关情况及时报省教育厅。

(33)  本实施意见自2021年9月1日起开始施行,有效期5年。
