Summary

(1)　 To comprehensively implement the spirit of the 20th National Congress of the Communist Party of China and the 2nd and 3rd Plenary Sessions of the 20th Central Committee, and to deeply implement the important speeches of General Secretary Xi Jinping, the Beijing Municipal Government has issued the "2025 Action Plan for Promoting Beautiful Beijing and Continuing to Win the Battle Against Pollution". The plan aims to further improve the ecological environment quality in the city.

(2)　 Firstly, it is necessary to deepen the understanding and raise the political standing. All districts, departments, and units should be guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era and implement the concept of "green mountains are golden mountains". They should balance high-level protection, high-quality life, and high-quality development to build a harmonious and beautiful Beijing where humans and nature coexist.

(3)　 Secondly, it is necessary to press the responsibility and implement the work strictly. All districts, departments, and units should accurately understand and grasp the new situation and characteristics of pollution control and prevention, and implement the strictest ecological environmental protection system. They should focus on precise, scientific, and legal pollution control, and continuously increase the intensity of work to improve the quality of the ecological environment in the capital.

(4)　 Thirdly, it is necessary to do a good job in publicity and promote shared governance. All districts, departments, and units should actively explain policies and respond to social concerns in a timely manner. They should also conduct in-depth environmental protection propaganda activities, promote a green and low-carbon production and lifestyle, and expose environmental violations and increase the transparency of information.

(5)　 Fourthly, it is necessary to strengthen supervision and improve governance efficiency. All districts, departments, and units should strengthen task coordination and implementation, and report their progress to the Beijing Municipal Ecological Environment Bureau by the 15th of each month. The key tasks will be the focus of the municipal environmental protection supervision. Those who fail to complete their tasks due to poor work or low administrative efficiency will be held accountable according to the rules and regulations. This plan comes into effect from the date of issuance, and the "Notice of the Beijing Municipal Government Office on Issuing the 'Beijing 2023 Action Plan for Winning the Battle Against Pollution'" (Jing Zheng Ban Fa [2023] No. 4) is hereby abolished.

(3)　 为全面贯彻党的二十大和二十届二中、三中全会精神，深入贯彻习近平总书记对北京重要讲话精神，按照党中央、国务院关于深入打好污染防治攻坚战、推进美丽中国建设的决策部署和市委、市政府相关工作要求，进一步推进全市生态环境质量改善，经市政府同意，现将《推进美丽北京建设 持续深入打好污染防治攻坚战2025年行动计划》印发给你们，请结合实际认真抓好落实。

(4)　 一是要深化认识，提高政治站位。各区、各部门和各单位要以习近平新时代中国特色社会主义思想为指导，全面贯彻落实习近平生态文明思想，牢固树立和践行绿水青山就是金山银山的理念，统筹高水平保护、高品质生活和高质量发展，努力建设人与自然和谐共生的美丽北京。

(5)　 二是要压实责任，狠抓工作落实。各区、各部门和各单位要准确理解把握污染防治工作的新形势、新特征，按照“党政同责、一岗双责”要求，实行最严格的生态环境保护制度，切实把责任落实到位、压力传导到位；要坚持精准治污、科学治污、依法治污，紧盯任务指标，持续加大工作力度，深化、细化、量化各项任务措施，全力推动首都生态环境质量持续改善。

(6)　 三是要做好宣传，推进共治共享。各区、各部门和各单位要积极开展政策解读，及时回应社会关切；深入开展生态环境保护宣传活动，倡导绿色低碳的生产生活方式；及时曝光环境违法行为，依法加大信息公开力度，主动接受社会监督。

(7)　 四是要强化督考，提升治理效能。各区、各部门和各单位要全面加强任务统筹落实，每月第三个工作日前向市生态环境局报送上月工作进展情况。重点任务落实情况将作为市级生态环境保护督察重点。对因工作不力、行政效率低下、不严格履职等导致未完成目标任务的，严格依规依纪追究责任。

(8)　 本文自印发之日起实施，《北京市人民政府办公厅关于印发〈北京市深入打好污染防治攻坚战2023年行动计划〉的通知》（京政办发〔2023〕4号）同时废止。
